- The Office of the Chief Counsel subscribes to a variety of database platforms to support our legal research needs. HeinOnline occupies a unique niche in the legal research ecosystem. The platform contains the most comprehensive and accessible collection of government documents, which they provide as high-quality original images. The government documents collection includes historic versions of the Code of Federal Regulations, the US Code, the Federal Register, Congressional documents, and historic documents that predate the codifications. This high quality, comprehensive collection, including all coverage years, is not available elsewhere. HeinOnline�s legislative content is particularly significant for OCC�s work. The collection includes the full Congressional Serial Set and additional Congressional documents as well as a comprehensive U.S. Federal Legislative History Library, which contains compiled histories with both documents and commentary for a large variety of federal public laws. The HeinOnline Core Plus Collection (US) also includes the Law Journal Library, which is a comprehensive collection of legal journals that are regularly used for legal research; U.S Treaties and Agreements; and Early American Case Law and English Reports, which are not available elsewhere. The HeinOnline Bar Journals Library includes a comprehensive collection of journals from the bar associations of all fifty states, which contain important legal news and updates from around the country and is not available elsewhere. The HeinOnline Intellectual Property Collection includes additional compiled legislative histories, government documents, and proprietary treatises and periodicals in the areas of patent, copyright, and trademark law. This is significant for OCC�s work because intellectual property law often interacts with food and drug law. The entire HeinOnline collection is provided via IP recognition access, which allows anyone on the FDA network to access the content without an individual ID and password.
