Description: The Naval Surface Warfare Center Philadelphia intends to procure Instron�s Wavematrix2 software, hardware, and their installation in the existing Instron Dynamic Tension/Compression system computer�on a Sole Source basis from Instron. The proposed contract action is for supplies or services for which the Government intends to solicit and award with only one source under authority of FAR 13.106 (b).
