- Update 03/22/23 This Combined Synopsis/Solicitation has been amended to include Q&A. � Update 03/21/23 This Combined Synopsis/Solicitation has been amended to include a updated Statement of Work to remove an administrative error (no change to scope of work) and adding 52.217-9 Option to Extend the Term of the Contract (see added attachment). � This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 6913G623Q300029�is issued as a Request for Quotation (RFQ). This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This solicitation document and incorporated provisions are those in effect through�Federal Acquisition Circular 2023-01, effective 12/30/2022. The NAICS Code is 541690. The small business size standard is $19M. The objective for The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center) is to improve noise modeling using AAM and provide first in class access to acoustical modelers to ensure products are legally defensible.� LINE ITEMS: Please see attached excel spreadsheet.� REQUIREMENTS/Statement of Work (see attachment): The Government intends to award a firm fixed price purchase order as a result oft his Combined Synopsis/Solicitation. Please provide a firm fixed price quote on the SOW attached. PERIOD OF PERFORMANCE: date of award to�03/31/2024. INSTRUCTIONS TO OFFERORS: Vendors are required to meet all solicitation requirements in addition to those identified as evaluation factors. Failure to meet a requirement may result in a vendor submission being ineligible for award. If the vendor finds it necessary to take exception to any of the requirements specified in the solicitation, the vendor shall clearly identify where it is addressed in its proposal and provide a complete explanation of why the exception was taken, what benefit (if any) accrues to the Government, and its impact (if any) on the performance, schedule, cost and specific requirements of the solicitation. Each exception shall clearly identify the specific paragraph and/or part of the solicitation to which the exception is taken. Questions shall be submitted by 12:00 noon Eastern Standard Time on March 21, 2023. Quotes shall be submitted by 3:00 PM Eastern Standard Time on Marcy 24, 2023. Questions and quotes shall be submitted to Christopher Dooley (christopher.dooley@dot.gov) and Rachel Anderson (rachel.anderson@dot.gov). Quote submission will consist of two parts: 1. Price Submission 2. Technical Submission In addition to price the following technical factors will be evaluated. Factor One: Technical Approach Factor Two: Staffing Factor Three: Management Approach SECTION I �PRICE Vendors shall submit a price component, which shall include the following: Unit Price and Total Cost Supporting documentation Assumptions, conditions, and exceptions related to price Discounted Rate(s) showing percentage of discount from GSA Schedule Contract Rate(s) will be accepted The vendor shall propose sufficient detail to meet the requirements of the Statement of Work (SOW) The vendor should propose what is believed to be the most advantageous to the government. SECTION II-TECHNICAL SUBMISSION (see attachment). Evaluation and Basis of Award: Award will be made to the offeror whose proposal is determined to be technically capable according to the evaluation criteria and lowest price. The Government reserves the right to award without discussions. Therefore, each initial offer should contain the Vendor�s best terms. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer (CO) to be necessary. In addition to price, this assessment will be based on the Technical Factors: Factor 1 �Technical Approach, Factor 2 � Staffing, and Factor 3 � Management Approach. All offerors must have completed the following representations via Sam.Gov. If the offeror has not completed these representations, they must be included as an attachment in the quote submission: FAR 52.212-3, Offeror Representations and Certification-Commercial Items FAR 52.204-26 OR FAR 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment The following clauses apply to this acquisition and are incorporated by reference: SAP Commercial Terms and Conditions (see attachment) FAR 52.212-4, Contract Terms and Conditions-Commercial Items The FAR provisions and clauses cited in this notice can be reviewed at www.acquisition.gov/far.
