This is a SOURCES SOUGHT ANNOUNCEMENT and is for informational and market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The proposed action will be to establish firm-fixed-price, multiple award, indefinite delivery contracts for commercial environmental services. The type of solicitation to be issued will depend upon information received in response to this Sources Sought announcement. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought announcement or any follow-up information. The North American Industry Classification System (NAICS) code for this project is 541620, Environmental Consulting Services.� The Product Service Code (PSC) is F999, Other Environmental Services. The associated Small Business Size Standard is $19 Million. Responses to this Sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. This is not a request to be placed on a solicitation mailing list and is not to be construed as a commitment by the Government. The results of this survey will be in effect for a period of one year from the date of this notice. The purpose of this sources sought announcement is to gain knowledge of potentially qualified Small Business, 8(a), Woman Owned Small Business, Service-Disabled Veteran Owned Small Business, and HUBZone contractor sources; as well as their size classifications relative to the NAICS code 541620, PSC code F999, and Small Business Size Standard $19 Million. Depending upon the responses associated with the business categories listed above, the solicitation will either be set aside in one of those categories or be issued as unrestricted and open to both small and other than small businesses. After review of the responses to this announcement and, if the Government still plans to proceed with this project, a separate solicitation announcement will be published on SAM.GOV. Responses to this announcement are not an adequate response to any future solicitation announcement. PROJECT DETAILS: FY24-29 Miscellaneous Environmental Services MATOC The Seattle District, U.S. Army Corps of Engineers is seeking potential sources for environmental services required for the Seattle District, U.S. Army Corps of Engineers (USACE) navigation projects and other environmental projects. Work will include utilization of established field and laboratory sampling and data collection protocols, conducting field studies, development of relevant documentation required by Federal and state regulations and guidance, most notably the National Environmental Policy Act (NEPA), the Clean Water Act, and the Endangered Species Act, the interagency Dredged Material Evaluation and Disposal Procedures User Manual, literature searches, and coordination with Federal, state, and local agencies. Technical support for USACE navigation projects will consist primarily of studies involving sediment and biota collection, chemical and biological testing, associated environmental coordination and preparation of required NEPA, Clean Water Act and other compliance documents. Studies may include testing of dredged material, reference areas/sites, and dredged material disposal sites in western Washington, western Oregon, and southeastern Alaska. Work will include coordination and consultation with USACE representatives to design sampling and analysis plans, quality assurance plans and other study and/or planning documents. Studies may include physical, chemical, and biological testing and evaluations in the marine, estuarine and freshwater environments. Physical evaluations may include use of sediment profile imaging. Biological testing may include bioassays and bioaccumulation testing. Studies may also involve collecting sediment benthos and performing taxonomic and community structure evaluations, and tissue testing. Work will require familiarity with all applicable regulations, including NEPA, CERCLA (Superfund), MTCA (Model Toxics Control Act), DMMP (Dredged Material Management Program), and Washington State Sediment Management Standards (SMS). The environmental studies to be performed under this contract will involve environmental resources and issues throughout the Pacific Northwest and Alaska, primarily western Washington, western Oregon, northern Idaho, and western Montana. This work includes site-specific resource field examinations, field sampling, monitoring and data analyses and reporting; NEPA environmental planning and impact assessment; and multimedia environmental compliance assessment and follow-up. The Government intends to award a multiple award task order contract (MATOC).� The minimum task order amount is estimated to be $2,500 and the maximum task order amount is estimated to be $1,000,000.� The aggregate value of all task orders awarded under the MATOC shall not exceed $5,000,000 during the life of the contract. REQUIREMENTS: Interested firms should submit a capabilities package, to include the following: 1. Firm's name, address (mailing and URL), point of contact, phone number, and email address. 2. CAGE code and UEI. 3. Firm's interest in bidding on the solicitation, if issued. 4. Business classification(s): Small Business (SB), Small Disadvantaged Business (SDB), Woman Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone Small Business (HUBZone), 8(a) Program, or Other Than Small Business (Large Business). 5. Firm's joint venture information (if applicable). 6. Please complete and return the attached questionnaire regarding Small Business subcontracting goals if responding as an Other Than Small Business (Large Business). 7. Submit at least three, but not more than five, project examples demonstrating relevant experience in environment services similar or identical to the scope of work described in the PROJECT DETAILS above.� Provide a customer point of contact including name, phone number, and email address with each project example or a list of your firm�s current or past performance.� All interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their interest and ability to meet all requirements stated above. Prior Government contract work is not required for submitting a response to this announcement.
