Description
THIS IS A REQUEST FOR INFORMATION (RFI). THIS IS NOT A SOLICITATION. This RFI is issued solely for information and planning purposes as part of Marine Corps market research; it does not constitute a Solicitation. No solicitation document currently exists to support this requirement and a formal solicitation may or may not be issued by the Government as a result of the responses to this RFI. The Government will not be liable for any expenses associated with preparation of an RFI response, nor is the Government obligated in any manner based on a response submission. Responses to this RFI will be used to assist the Government in developing and determining its acquisition strategy. 1 �������� BACKGROUND The Distributed Common Ground/Surface System � Marine Corps (DCGS-MC) Geospatial Intelligence (GEOINT) Program of Record (PoR) provide the Marine Corps with the imagery analysis, targeting material production, geospatial analysis, and geodetic production materiel solutions necessary to support the DCGS-MC GEOINT requirements for the Marine Corps. DCGS-MC GEOINT is a secure, multi-level, integrated, tactical data system that provides Marine analysts with the capability to task, collect, process, analyze, exploit, produce, store, disseminate, and expose GEOINT data and products. DCGS-MC GEOINT provides geo-referenced data and products that establish the GEOINT foundation for battlespace visualization and a common frame of reference to support the commander�s decision-making process. It enables the ability to rapidly respond to, or predict, threats around the world by providing near real time geospatially referenced data and products supporting the full spectrum of Marine Air-Ground Task Force (MAGTF), joint, and multinational partners operations. 2��������� OBJECTIVES The DCGS-MC GEOINT Program will be seeking support for research and development, training, engineering (hardware and software), and integration of GEOINT capabilities and platforms with other current and future PoRs, which may include, but are not limited to, Uncrewed Aircraft System (UAS) sensors, software development and integration, hardware such as workstations and peripherals, Satellite Communications (SATCOM), and antennas. Marine Corps Systems Command (MCSC) is seeking capable sources to provide on-site and off-site specialized support services and meet software specification requirements (Attachment 01) as outlined below:�� Training/Exercise Support: UAS Sensor Training Training at both contractor and government locations with Marine Corps and Navy fielded systems; Requires Federal Aviation Administration (FAA) qualified UAS operators; Requires Marine Corps trained UAS operators; Requires in depth understanding of GEOINT and combat engineering concepts of employment; and Requires in depth understanding of Light Detection and Ranging (LiDAR) and Multispectral Instrument (MSI) sensor employment, along with associated software. Software Requires in-depth understanding of GEOINT software applications; Software training support at exercises as required; and Software development and integration. Engineering Research, development, testing, evaluation and integration of cloud services application; Research, development, prototyping, testing, evaluation and manufacturing of hardware; and Research, development, testing, evaluation and integration of both hardware and software. Logistics Custom kitting of new systems of record. Software Requirements: The Marine Corps is exploring the possibility of a software application that will allow analysts to work with its line-of-sight antenna, the Communications Module, 3rd Generation (CM3), to ingest full motion video, imagery, and moving target indicator data. The thresholds and objectives in this RFI are set with the intent to increase responses. The vendor may present similar capabilities for review even if it does not meet the objectives, e.g., additional data types. Vendor solution must be operable on all Marine Corps network domains. Solution must be able to work with Windows operating systems. Software specifications are as follows: Receive, Process, Screen, Distribute Threshold Full Motion Video Electro optical Imagery Synthetic Aperture Radar Moving Target Indicator Objective Inverse Synthetic Aperture Radar Interoperability Threshold SOCET GXP SOCET InMotion Objective ESRI ArcPro 3 �������� Requested Information Parties interested in providing information in response to this notice are invited to provide the following information to assist the Government with its market survey:����� Introductory statement that includes the following:� Organization Name, Address and Point of Contact information;� DUNS and CAGE Code; and Business size and type (i.e., large, small, foreign, small disadvantaged, veteran owned, minority owned, etc.).� Please include your company's business size based on the above NAICS code.� Statement of capabilities addressing the Government�s potential requirement as described in this RFI.� Information contained in the capability statement should be pertinent and specific to the Government�s requirement and, at a minimum, address the following qualifications:�� Experience: Provide an outline of previous work experience with an emphasis on specific work previously performed or currently being performed that is similar to the requirement detailed in this RFI.� For each example include the customer contract number and point of contact information. For each contract reference, provide a brief description of the scope and complexity of the work in terms of its similar to the work described in the RFI, the percentage of work done by your company, and whether it was done as a sub-contractor or prime;� Personnel:� Please describe the current amount, availability, experience, and qualifications of current employees that can support the effort or the existence of, and accessibility to, potential employees (statements of intent are not needed) and how you intend to provide instructors at Government locations;�� Facilities: Availability and description of the company�s facilities, including location, to support performance;�� Security:� A statement regarding capability to meet facility and personnel security clearance requirements (at the Top Secret/ Sensitive Compartmented Information (TS/SCI) level at the time of an estimated contract award in February 2024. Organization structure;�� Interest level:� Include an affirmative statement you are a large or small business and interested in performing as a prime contractor.� (This notice is not seeking to identify subcontractors or to match subcontractors with prime contractors).� Include any other specific and relevant information as it pertains to the particular services to enhance our understanding of your company�s capability to meet the requirement. Indicate if your company is capable of performing 100% of the requirements.� If not, what percentage of requirements would need to be subcontracted?� A complete description of the proposed software solution. Responses should be no greater-than 5MB (due to USMC network limitations) and are requested not to exceed ten printed pages (excluding brochures, specification sheets, etc.) that are not larger than 8 �"" x 11"" for each page.� Responses must be readable in Microsoft Office 2013 or later editions or Adobe Reader.�� Respondents are discouraged from providing proprietary data or business sensitive information but shall bear sole responsibility for appropriately marking any such information they choose to submit.� Submissions shall not contain classified information.� SUBMISSION PROCESS AND DUE DATE: To respond to this RFI, please provide the requested information via e-mail to: Brittney Moore at brittney.moore@usmc.mil no later than 05 April 2023. Email subject line shall include the RFI number, M6785423I2019.� Notice Proprietary information submitted in response to this RFI will be protected from unauthorized disclosure, as required by Subsection 27 of the Office of Procurement Policy Act as amended (41 U.S.C. 423) (hereinafter referred to as �the Act�), as implemented in the FAR. �Vendors are advised that the Government may utilize support personnel who are under contract with Marine Corps Systems Command or Government labs. Those companies may include, but are not limited to, the following: SDL, BAH, and ManTech. Support contractors from these, or other, companies will assist in collecting and reviewing market information and providing technical advice to the DCGS-MC GEOINT Team with respect to the white paper submissions, demonstrations, and subsequent laboratory and field testing. These companies, and their individual employees, are contractually bound not to release any vendor information they receive from the Government by non-disclosure agreements. Supporting contractor personnel are considered �procurement officials� within the meaning of the Act and will take all necessary action to preclude unauthorized use or disclosure of vendors� proprietary data. Submission of a response to this request will be deemed an assertion that your company understands, and acquiesces to, the Government�s use of support contractor personnel in assisting with, and reviewing, your company�s submission.
