Description

NASA/Johnson Space Center has a requirement for products and services in support of European Space Agency (ESA) Nodes 2 & 3, ESA payload facilities located onboard the International Space Station (ISS), and European Service Modules (ESM) for use by the NASA Orion Program through December 31, 2030. ESA provides engineering services and products associated with changes to the requirements baseline, functionality, or resolution of issues caused by non-compliance of NASA-supplied hardware for Node 2, Node 3 and Cupola, and for ESA-provided payloads facilities such as the Minus Eighty Laboratory Freezer for the International Space Station (MELFI) and the Microgravity Science Glovebox (MSG). ESA develops ESMs for use by the NASA Orion Program. NASA/Johnson Space Center intends to issue a sole source contract extension to acquire the items/services from ESA due to ESA maintaining proprietary data rights to ESA Node 2, Node 3 and Cupola, ESA payload facilites, and Orion ESM software. Continuation of these services through the ISS end of life is necessary to allow for uninterrupted support of on-board ISS operations. The Government intends to acquire a commercial item using FAR Part 12. ��� Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to kelsey.j.klinger@nasa.gov not later than 4:30 PM Central Time on April 6, 2023.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
