- The following is a Pre-Solicitation Notice. The U.S. Department of Energy (DOE), U.S. Energy Information Administration (EIA), is seeking proposals from vendors for the Energy Information Administration Omnibus Procurement (EOP) V vehicle, which will be a multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a 10-year base with no options.� EIA is the statistical and analytical agency within the DOE. EIA collects, analyzes, and disseminates independent and impartial energy information to promote sound policymaking, efficient markets, and public understanding of energy and its interaction with the economy and the environment. EIA is the nation's premier source of energy information and, by law, its data, analyses, and forecasts are independent of approval by any other officer or employee of the U.S. Government. To accomplish its mission, EIA conducts a comprehensive data collection program that covers the full spectrum of energy sources, end uses, and energy flows.� EIA also prepares informative energy analyses, monthly short-term forecasts of energy market trends, and long-term U.S. and international energy outlooks.� EIA disseminates its data products, analyses, reports, and services to customers and stakeholders primarily through its website.� EIA has a broad range of stakeholders, with its major customers including Congress, Federal and State governments, the private sector, the broader public, and the media. EIA requires follow-on technical, managerial, and project support services in the areas of energy information and statistical data analysis. Specifically, EIA requires contractor performance in the following task areas to successfully accomplish these objectives: Program Management Survey Operations (Supply Based and Non-Supply Based) Energy Analysis and Modeling Information Technology Support Product/Service Development, Production, and Marketing Organizational Support Services shall be in accordance with the EOP V Performance Work Statement.� The Request for Proposals (RFP),�89303023REI000090, will be available on or after April 7, 2023 and will be distributed through www.SAM.gov and FedConnect. Hard copies of the RFP will not be available. All future information about this acquisition, including proposal amendments, will be distributed through these sites. Interested parties are responsible for monitoring these sites to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about May 7, 2023. This requirement will utilize a Small Business Reserve, and both Small Businesses and Other Than Small Businesses can compete.
