- The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a follow on contract to Raytheon Missile & Defense in St. Petersburg, Florida for repair and maintenance in support of the Cooperative Engagement Capability (CEC) program. The contemplated contract is anticipated to cover a period of five years (one-year base period and four one-year options). Parties interested in subcontracting opportunities should contact Raytheon Missiles & Defense directly. This effort will continue to provide repairs, including emergency repairs, overhauls, refurbishment, and maintenance of CEC USG-2/2A/3 Legacy systems and associated equipment. This is inclusive of all material and services incidental to repairs and overhauls performed: such as repair parts; components; accessories; related documentation; associated tools; packing; packaging and marking; and any necessary system testing in support of the CEC program including repair of installation and checkout (INCO) spares, material management support, and operation of the CEC stock point. The primary function of the stock point is to provide a supply support infrastructure for the CEC systems and equipment fielded by the CEC Program. This includes the necessary acquisition or fabrication of material to affect the required repair or maintenance; and services for installation, checkout and testing, of the required repair or maintenance effort. This effort will include studies, analysis, evaluation, testing, and/or provide recommended updates of related documentation (e.g. drawings, work instructions and engineering changes) for material inducted for repair, maintenance or upgrade. NAVSEA anticipates that award of the contract will occur in or around the fourth quarter of calendar year 2024. This pre-solicitation synopsis notice covers requirements that NAVSEA intends to procure on a sole-source basis with Raytheon Missile & Defense. The CEC program provides a sensor network with Integrated Fire Control capability that significantly improves strike force air and missile defense capabilities by coordinating measurement data from strike force air search sensors on CEC-equipped units into a single, integrated real-time, composite track air picture. The CEC sensor netting system improves the Area Air Defense capabilities of Naval Carrier Strike Groups and Expeditionary Strike Groups by extracting and distributing sensor-derived information such that the superset of this data is available to all participating CEC Cooperating Units. CEC fuses the distributed data into a single fire control quality air track picture that significantly improves unit track precision, consistency and continuity; expands detection range; and improves reaction time. CEC also improves strike force effectiveness by improving overall Situational Awareness and by enabling longer range, cooperative, multiple, or layered engagement strategies. NOTICE: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
