Description
AMENDMENT 0001 - Added the requirement for ROM. AMENDMENT 0002 - Extend the due date to March 27, 2023. The Federal Emergency Management Agency (FEMA) has been tasked to support a Temporary Power Restoration project in the Commonwealth of Puerto Rico. The goal of this project is to add an additional seven hundred (700) Megawatts to the existing grid. This additional power will help offset the daily load and will enable the Puerto Rico Energy and Power Authority (PREPA) to take units currently in service down from the grid and preform repairs and maintenance. In order to accomplish this mission, FEMA has formed the Puerto Rico Power System Stabilization Task Force (PSSTF). This task force is contracting the United States Army Corps of Engineers (USACE) to source four (4) temporary generation units. These units will be installed by USACE across the island in strategic locations. The installations will be conducted over a phased time frame. This project should be considered one whole requirement involving four (4) potential separate site locations. A subject matter expert is required to address and facilitate the information listed below under the Specific requirements. FEMA has an urgent need for this requirement for support services to the Puerto Rico Power Mission and is seeking a Rough Order of Magnitude (ROM), any information that could assist in generating a ROM, and/or historical ROMs for similar work, for its market research efforts in order to move forward. PROPOSALS WILL ONLY BE CONSIDERED FROM COMPANIES RESIDING OR DOING BUSINESS PRIMARILY IN THE COMMONWEALTH OF Puerto Rico. Potential offerors must meet the requirements for FAR 52.226-3, FAR 52.226-4, and FAR 52.226-5 and be operating within the Commonwealth of Puerto Rico, which will be verified upon selection for award or otherwise will be determined ineligible for award. Local vendor determination will be based on SAM registration as defined by FAR 52.226-3(c). If the offeror does not meet representation criteria per FAR 52.226-3(c), the�offeror shall furnish documentation to support its representation IAW FAR 52.226-3(c).
