Description
The U.S. Army Engineer Research and Development Center (ERDC), Geospatial Research Laboratory (GRL) has a requirement for a new Water On Wheels (WOW) Cart Relief Well Sustainment (RWS) system to be procured on a sole source basis from EDGE Outreach, Inc., DBA WaterStep (CAGE Code: 6KUN0).� ERDC-GRL requires the purchase of the WOW Cart for field support, investigations, troubleshooting, and further research improvement. The WOW cart systems allow for remote production of bleach by combination of salt and water to aid in treatment requirements for reduction and removal of biofilm encrustation within relief well systems of dams and levees.� WaterStep is currently the only provider of the WOW Cart with options for technical support.� WaterStep only uses authorized product parts and servicing technical expertise for replacement and calibration of the technical instrument.� The Water Assessment and Sustainment Purification (WASP) 2.0 System is part of GRL�s project where the WOW Cart is to be ruggedized and used for project efforts. The WASP 2.0 WOW Cart demonstrates and validates the digitized geo-enabled sensor reportability, and military ruggedization for viability via certification approvals of the WASP 2.0 system to meet military standards for use with soldiers. This effort is in collaboration with the USEPA using in-kind contributions for the scale- up of the system. Cost and performance of this new technology is compared to existing systems that weigh more, cost more, require more manpower to operate, and are more difficult to maintain to assess its total return on investment. The WASP 2.0 is less expensive and lighter than current similar systems, which facilitates easy transport on an installation. The WASP 2.0 includes the WOW unit, which had initial testing at the USEPA and Idaho National Laboratory (INL) Water Security Testbed. Components of the mobile system were deployed to Puerto Rico in response to Hurricane Maria in 2017, and again to Lake Charles, LA following Hurricane Laura in 2020. The WOW unit has been produced under requirements of the federal Safe Drinking Water Act and Clean Water Act. It also meets the need of the National Response Framework developed by the Federal Emergency Management Agency (FEMA). The Government intends to procure from only one source under the authority of FAR 13.106-1(b)(1)(i).� This notice of intent is for information purposes only.� This notice is not a request for competitive quotes or proposals.� A solicitation will not be issued.� However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� The information submitted must be provided in sufficient detail to demonstrate the vendor�s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
