- This notice of intent, reference 2023-NDI-STATES(FPB) is NOT a request for competitive quotations; however, all information received within 15 days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete the proposed contracts based upon responses to this notice is solely within the discretion of the Government. The Centers for Disease Control and Prevention, National Center for Health Statistics, Data Acquisition and Evaluation Branch, Division of Vital Statistics, intends to award sole source firm fixed price purchase orders to the fifty states, the District of Columbia, New York City, Puerto Rico, the Northern Mariana Islands, American Samoa, Guam, and the Virgin Islands to maintain and operate an information system, from which selected information from death records will be extracted and transmitted to the National Center for Health Statistics (NCHS). The National Death Index (NDI) was established in 1971 to provide a centralized depository through which scientists conducting health� related research could determine whether an individual study participant has died during a given time. The United States has a total of ��fifty-seven (57) NDI registration areas which are responsible for the collection, registration, and filing of all death events occurring within their borders. Each registration area has, by law, the exclusive authority to collect and record the events, and currently do so as a governmental function. No state possesses regulatory authority within another state's jurisdiction. As the sole entity authorized to and engaged in the collection of death information, each state ls uniquely and solely capable of providing requisite services to the Government. �The purpose of each contract is to continue the purchase of information and data from the jurisdiction(s) for the National Death Index and to obtain assurance of the qualitative reliability and timely availability of those data. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source for each jurisdiction under the authority of FAR Part 12. �Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent, reference 2023-NDI-STATES(FPB) is NOT a request for competitive quotations; however, all information received within 15 days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete the proposed contracts based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation or response must be emailed to Kelly Parker, kparker3@cdc.gov, by 3:00 PM Eastern Time on or before April 7, 2023.
