Description
The United States Coast Guard (USCG) is seeking information from potential offerors interested in and capable of leasing an aircraft at the San Angelo Regional Airport for use by pilots assigned to the UAS JPO. The aircraft will be available at a minimum of 50 flight hours per pilot per year. In order to maintain proficiency/currency in a non-Coast Guard aircraft this contract is needed. The contract will provide a single engine aircraft rental. This includes all costs associated with the rental to include but not limited to fuel, delivery, and pick up of aircraft. The aircraft will need to have certain equipment installed to ensure it can provide adequate flight for instrument flight rules (IFR) IAW Federal Aviation Regulations (FARs). The aircraft will need to be available with at least 24 hours notice. In certain cases the aircraft might be down for maintenance. The contractor will do their utmost to forecast scheduled maintenance to ensure it can be planned around and will keep the aircraft in an up status by fixing unscheduled maintenance as soon as can reasonably be expected.In addition, the contract will provide a local Certified Flight Instructor (CFI) to provide Coast Guard pilot familiarization and training. None of the functions by the CFI are considered inherently governmental. The planned acquisition strategy is to solicit this requirement in accordance with FAR parts 12 and 13.5. The Government anticipates awarding a firm fixed-price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract for a base period of one (1) year with four (4) Option Periods of one (1) year each for a total duration of five (5) years. The Coast Guard has completed a draft statement of work and is seeking industry input.� Any comments identifying conflicts, lack of clarity, or restrictive requirements that limit the ability to propose the best possible proposal, are welcomed.� Proposed changes with justification will be reviewed for potential incorporation. Particular sections the USCG is seeking input on include: Provide any questions or comments about the draft Statement of Work, draft Terms and Conditions � Please provide your statement of capabilities, including your socioeconomic group. � Please provide your level of interest in participating in this solicitation. � Include any additional details the interested parties would like USCG to consider in determining the acquisition strategy. The USCG intends to have support contractors assist with the USCG's review of the information submitted.
