- INTRODUCTION The Naval Air Systems Command (NAVAIR), in support of PMA-261 H-53 Heavy Lift Helicopters Program Office, is seeking sources that have the capability, experience, and facilities required to support CH-53K Engineering Development Models (EDMs), Low- Rate Initial Production (LRIP) engines, and Full Rate Production (FRP) engines. Efforts include program management, logistics support, various recurring and non-recurring engineering requirements including design, prototype and testing of improved systems, engineering change proposals, modification kits and interim Depot level engine parts provisioning, tooling, and related test capability associated with T408 engines. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND General Electric (GE) T64-GE-416/416A/419 turboshaft engines have powered U.S. Navy and Marine Corps' H-53 Heavy Lift Helicopters since 1964. Since in the mid-1980's, the T64 has suffered from a lack of sustained investments which has led to component aging, component obsolescence, and excessive parts reuse/rework. These issues, in turn, have resulted in a steady decrease in engine reliability, resulting in higher demand for T64 rework, overhaul, and procurement of new engines to maintain the fleet's readiness posture. The GE T408-GE-400 turboshaft engine was designed and developed from the T64 engine and other GE engines (T700/CT7, GE27, T407, and CFE-738) to power the U.S. Marine Corps' CH-53K Heavy Lift Helicopter. The T408 uses increased compressor efficiency, erosion resistant coatings, increased airflow, higher turbine temperatures and efficiency, and design techniques to achieve the increased shaft horsepower necessary to meet the increased tactical range, payload, and survivability of the CH-53K Helicopter. ELIGIBILITY The applicable NAICS code for this requirement is 336412 with a Small Business Size Standard of 1,500 employees. The applicable product service codes are 1520, Aircraft Rotary Wing and 2850, Gasoline Rotary Engines and Components. ANTICIPATED PERIOD OF PERFORMANCE The planned period of performance will include a single 5-year ordering period. Assume an earliest contract award date of September 2023. ANTICIPATED CONTRACT TYPE Fixed-price and cost-reimbursement contract types are anticipated. REQUIRED CAPABILITIES The H-53 Air Vehicle is a three (3) engine aircraft, which the US Navy and Marine Corps will employ to transport cargo, equipment and troops, and in amphibious assault and subsequent operations ashore. The H-53 Air Vehicle will operate at distances, airspeeds, and gross weights that support Expeditionary Maneuver Warfare (EMW), Operational Maneuver from the Sea (OMFTS), and Sea basing concepts. When equipped with approved kits, the helicopter may be used for vertical on-board delivery of cargo and equipment from ship-to-ship, ship-to-shore, and shore-to-ship. The helicopter will be equipped to be operationally compatible with the LHA, LHD, LHA(R)), air capable ships, and CV/CVN vessels. H-53 engines must meet or exceed minimum key performance criteria as established by the engine specification for each configuration. Additionally, the anticipated efforts will include, but not limited to, program management, logistics support, design, non-recurring and recurring engineering, prototype and testing of improved systems, engineering change proposals, modification kits, and interim Depot level engine parts provisioning, tooling, and related test capability associated with T408 engines. SUBMISSION INFORMATION It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 12 pages in length, single-spaced, 12 point font minimum) demonstrating ability to perform the tasking listed under the required capabilities. This documentation must address at a minimum the following: Company Name; Company Address; Company Business Size, and Point-of-Contact (POC) name, phone number, fax number, and e-mail address. Company profile to include number of employees, annual revenue history, office location(s), UEI number, and a statement regarding current small/large business status. Prior/current corporate experience performing efforts of similar size and scope to the tasking described under �Required Capabilities� within the last three years, including contract numbers, contract values, Government point of contract with current telephone number, and a brief description of how the referenced contract related to those tasks. Management approach to staffing this effort with qualified personnel. Statement regarding capability to obtain the required industrial security clearances for personnel. Company's ability to begin performance upon contract award. What type of work has your company performed in the past in support of the same or similar requirement? Can or has your company managed a task of this nature? If so, please provide details. Can or has your company managed a team of subcontractors before? If so, please cite contracts and teaming arrangement. What specific technical skills does your company possess which ensures capability to perform the tasks? If you are a small business, provide an explanation of your company's ability to perform at least 50% of the tasking described in required capabilities. Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office location, CAGE code, UEI number, etc. Respondents to this notice must also indicate whether they are a large business or qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern. Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements.
