- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT The 772nd Enterprise Sourcing Squadron (772 ESS/PKD) intends to award a Sole Source, firm-fixed price Blanket Purchase Agreement to Carrier University, 6540 Old Collamer Rd. S, East Syracuse, NY 13057, for Carrier systems HVAC training and certification. 772 ESS will use Simplified Acquisition Procedures and Other than Full and Open Competition. The authority for soliciting a sole source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The proposed contract action is Sole Source only. This Notice of Intent is not a request for competitive quotations. No solicitation or RFQ will be forthcoming.� Interested parties may identify their interest and submit product information in response to this notice by 1:00 PM C.S.T, 31 March 2023 via email to geraldine.gladden@us.af.mil & lisa.jones.31@us.af.mil. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In accordance with FAR 5.301(d), the required justification documentation is attached.
