- The NAVSUP Fleet Logistics Center Norfolk, 700 Robbins Avenue Philadelphia, PA 19111 intends to solicit on a full and open competition basis in accordance with FAR, Part 13.5 procedures for Aviation Maintenance Safety Training and Support, on behalf of the Commander, Navy Air Force Reserves (CNAFR). The Department of the Navy seeks to improve readiness by decreasing preventable mishaps to preserve life and assets.� The Naval Safety Command (NAVSAFCOM) tracks data trends on all categories of aviation mishaps and has noted that reportable mishaps have increased across all services between 2013 and 2020.� According to the 1 December 2020 Report to the U.S. Congress from the National Committee on Military Aviation Safety (NCMAS) the increase in mishaps has occurred most in the Navy and Marine Corps, most heavily in the aforementioned AGM category. It is CNAFR�s goal to flatten and reduce the trend of Class C AGMs through reduction of preventable maintenance errors and improved compliance with all guidance.� Proper training of key military personnel has been identified as an urgent course of action. To this end, the CNAFR seeks an all-inclusive training and support program that will have minimum time encumbrance on our Sailors, is cost effective, and proven to reduce aviation mishaps.� The training shall include: 1) a comprehensive and robust communication strategy; 2) operational challenges that activate objectives of the training; 3) unified talking points; 4) cognitive forcing tools for decision support on maintenance tasks; 5) briefing cards; 6) case study/analysis; 7) data reports with recommendations for unit-level leadership derived from the technicians trained at their unit and delivered within 72 hours of training; 8) provide in class, real-time technician and leader attitudinal assessments captured digitally with an anonymous audience response system (ARS); and 9) be proven in like-industry to reduce mishaps resulting from compliance-based errors stemming from personnel behaviors and attitudes that predispose units to unsafe maintenance practices. A single, Firm-Fixed Price (FFP) contract is anticipated to be issued; the solicitation will consist of a one year base period and two 1-year option periods. The North American Industrial Classification System (NAICS) code for this acquisition is 611430 and the size standard is $13 million. The Navy�s evaluation of quotes will consider the quoter�s non-price quote to be significantly more important than the price quote. The closing date for receipt of quotes will be established in the RFQ. Interested parties may download the RFQ upon its issuance to the following website: https://sam.gov. Interested parties are solely responsible for monitoring of the aforementioned website for postings of the solicitation and any amendments thereto. The Government will not pay for information submitted in response to this notice. Oral communications are not acceptable in response to this notice. The Solicitation will include the FAR clause entitled �Option to Extend the Term of the Contract �(FAR 52.217-9). In accordance with FAR 17.207(c)(3), the Government will make a determination prior to exercising any option(s) that exercising the option(s) is the most advantageous method of fulfilling the Government�s requirement, price and other factors considered.
