Multi-Discipline Indefinite Delivery Indefinite Quantity (IDIQ) Architect-Engineering (A/E) Services for the Intelligence and General Military Design Communities Sources Sought Notices: PANNAD-23-P-0000 002487 THIS IS A SOURCES SOUGHT ANNOUNCEMENT, NOT A SOLICITATION OR OFFER TO PURCHASE. This Sources Sought notice is to determine the capability of potential sources and the availability of commercial sources and services pursuant to FAR Part 10. This notice is for informational purposes only and does not constitute an invitation for Bid or Request for Proposal and is not to be construed as a commitment by the Government. The Government will not reimburse contractors for any cost incurred for their participation in this Sources Sought. Large and small businesses are encouraged to participate in this request for capabilities. The Government may base decisions about a future procurement on the responses to this request for capabilities. The U.S. Army Corps of Engineers (USACE), Baltimore District (hereinafter USACE Baltimore District), seeks to determine the availability and adequacy of potential sources to support the acquisition of the requirements stipulated below. Should acquisition of these requirements follow this market research effort, it will be conducted in compliance with the Brooks Act. The applicable NAICS code for this procurement is 541330 Engineering Services with a size standard of $16.5M. The Government contemplates awarding up to five (5) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts with the shared capacity of $120M for Multi-Discipline Architect/Engineering (A/E) Services. The Period of Performance for these contracts will be five (5) years from date of award. Contractors must have a TS facility clearance at time of award. This program includes Military Construction (MILCON), Sustainment, Restoration &Modernization/Other Reimbursable Services (SRM), and Interagency and International Support (IIS). These IDIQs will be used primarily within the North Atlantic Division with incidental support to Divisions outside NAD. The Multi-Discipline A/E IDIQs will be utilized for a broad range of design services that meet the definition of A/E Services as defined in 40 U.S.C. 1002 and FAR 2.101. Projects may include, but are not limited to infrastructure, to include roads and bridges; administration and training facilities; vehicle access control points; warehouses; community support facilities; data, information management and electronic communications facilities; military testing facilities; hospitals and medical treatment facilities; medical and non-medical laboratories and research facilities; recreational and physical fitness facilities; and child development facilities. The work may consist of comprehensive A/E services for new construction or renovation projects including but not limited to: preparation of full plans and specifications, preparation of design build requests for proposal, construction cost estimating (MII), site investigations, tests, analysis, planning, master planning, DD1391 preparation and economic analysis, National Environmental Policy Act (NEPA) documentation, programming (1391), topographic and utility surveys, mapping, geotechnical investigations, soils engineering, permitting, charrettes, hazardous material investigations, Building Information Modeling (BIM), energy modeling, program management, preparation of reports, investigations, studies, design criteria/ design analysis documents, Leadership in Energy and Environmental Design (LEED) documentation, comprehensive interior design (CID), renderings, Value Engineering, presentations, coordination with various government agencies and commissions, and other general A/E services. The work may also include providing construction phase and other support services including, but not limited to shop drawing reviews, site visits, technical assistance, LEED documentation during construction, onsite representation, preparation of operation and maintenance manuals, and commissioning/start-up/fit-up design support. Interested sources should submit a Statement of Capabilities (SOC) including the following: 1. Company name, address, phone number and email address of the point of contact. 2. Indicate the primary nature of your business. 3. Provide no more than three (3) examples of projects similar to requirements described above. Narratives should include types of work designed, with design contracts valued at $1 Million or greater size of projects, contract capacities, and whether it was Prime or Sub work. 4. Provide your Company's Annual Average Revenue for the last five (5) years. 5. Current number of cleared personnel (TS/SCI). 6. Whether you have Current TS Facility Clearance as Prime and years of experience with secure work. Small Business interested parties shall provide the following information in addition to the above: socioeconomic category, such as: Service Disable Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business, HubZone Small Business, 8 (a) Small Business, etc. Submission Instructions: THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. In addition, these sources sought is not to be considered as a commitment by the Government, nor will the Government pay for any information solicited or delivered. Interested parties who consider themselves qualified to perform the above-listed requirement are invited to submit a response to this Sources Sought Notice NLT 2:00PM Eastern Standard Time (EST) 11 April 2023. All responses under this Sources Sought Notice must be emailed to, Patricia Morrow at Patricia.Morrow@usace.army.mil and Ericka Collins at ericka.t.collins@usace.army.mil referencing the sources sought notice number PANNAD-20-P-0000 002487. Responses should be no more than 10 pages and in 11-point font. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. There is no bid package or solicitation. No feedback or evaluations will be provided to companies regarding their submissions.
