Description
Bed inspection, maintenance, and repair services - Western States Network Consortium (WSNC) medical facilities 2 Radiation dosimetry - Western States Network Consortium (WSNC) medical facilities 1 This is a request for information for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described below. Patient bed inspection, maintenance, and repair services as listed in Attachment A for the Western States Network Consortium (WSNC) Veterans Integrated Service Network (VISN) facilities. The intention is to establish a 5-year Blanket Purchase Agreement (BPA), throughout the Western States Network Consortium (WSNC) catchment area. The WSNC is comprised of Veterans Integrated Service Networks (VISN s) 17, 19, 20, 21 and 22. See attachments for locations and specifications. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. All responses due by 11 April 2023 at 1500 PST. Potential contractors shall provide, at a minimum, the following information to Derek Crockett at Derek.Crockett@va.gov 1) Company name, address, and point of contact, phone number, e-mail address, and DUNS. 2) Is your firm eligible for participation in one of the following small business programs? (See attachment A WSNC Medical Facilities) 6) What information is needed to submit accurate offers? 7) Comment on any current or potential technical, cost, schedule, or performance risks that you would like to make the Government aware of that concern the draft Performance Work Statement (PWS) below. (i.e., problems or any other issues experienced with similar contracts). Include comments on the Draft PWS. 8) How is the service, as described in the draft PWS typically priced? How could it be priced for a Government contract? 9) Provide a brief capability statement (Max 2 pages) with enough information to determine if your company can meet the requirement. The Capabilities Statement for these sources sought is not expected to be a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company s ability to provide the services outlined in the draft PWS below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business (SB) Community or to conduct as an Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate SB interest. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. The DRAFT PWS as follows: Thank you for your participation. --------------------------------------------------------------------------------------------------------------------- PERFORMANCE WORK STATEMENT (PWS) The Contractor shall provide all patient bed inspection, maintenance, and repair services as listed in Attachment A for the Western States Network Consortium (WSNC) Veterans Integrated Service Network (VISN) facilities. TECHNICAL SERVICES The Contractor shall provide preventative maintenance and repair services to patient bed equipment in place at the ordering facility as requested. Contractor-provided technicians must be trained to the manufacturer s standards for the equipment to be serviced. Technicians must be able to provide proof of training by the manufacturers upon request by the Contracting Officer (CO) or Contracting Officer s Representative (COR). When technicians are on-site for service, they shall have in their possession a full range of commonly needed tools, repair items, and system components. All replacement items must be new, OEM parts. Individual Task Orders (TOs) may specify desired response timelines and persons authorized to place service calls. Ordering facilities may require service report documentation in accordance with their local standards. WORKPLACE CONDITIONS: Contractor s employees shall not be considered VA employees. Contractors working on VA property shall be subject to the same rules and regulations as all contracted employees. Parking is allowed only in areas not designated for patient use. All traffic laws and parking rules on the grounds are strictly enforced. Failure to follow these laws and regulations may result in a citation being issued that will have to be resolved through the Federal Court system. Prior to reporting to work, the Contractor will need to contact the designated point of contact for the ordering facility to arrange an escort to the on-site badging department. VA staff will issue a temporary ID badge to the contracted employee, who will properly display the badge while working onsite. Upon completion of the assignment, the employee will return the badge. Contractors shall comply with all security requirements imposed by the ordering facility. A VA employee must accompany Contractor s personnel who are providing services at the medical center. The Contractor shall remove and dispose of any waste related to providing the ordered services. VA FACILITY HOURS OF OPERATION: Standard operating hours for medical facilities are normally 8:00 AM to 4:30 PM Monday through Friday in the time zone of the facility, excluding federal holidays. VA Emergency Departments normally operate with 24-hour coverage. Federal holidays are: New Year s Day Martin Luther King Jr Birthday President s Day Memorial Day Juneteenth Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day INSPECTION AND PREVENTATIVE MAINTENTATIVE MAINTENANCE SERVICES The VA may order services for inspection and preventative maintenance of patient bed equipment on a per job basis. The services shall meet the inspection and preventative maintenance standards required by the equipment manufacturer and include all labor, commonly replaced items, travel, and other costs associated with the per job service. ANNUAL PREVENTATIVE MAINTENANCE SERVICES The VA may order services for the annual inspection and preventative maintenance of patient bed equipment covered by the TO. The annual services shall meet the schedule and standards required by the equipment manufacturer and include all labor, commonly replaced items, travel, and other costs associated with the annual service. Contractor shall provide telephone technical support 24/7. If a malfunction is unable to be resolved over the phone and the malfunction is determined to be repairable only by a field service technician, the technical support personnel will schedule to dispatch a service technician to the site to perform the repair. REPAIR SERVICES The VA may order services and supplies to repair any patient bed equipment that is not performing to standard. The Contractor shall provide the following firm-fixed price elements, which shall be used to calculate estimated repair job pricing. Service Technician Labor Price Per Hour for the technician s time and labor on job site. Material Cost Mark-Up Percentage (for supplies needed for the repair, % mark-up is over the wholesale price) Mobilization Fee (covering all costs associated with sending the technician to the job site. Service technician response timeliness from time of the request for service being placed by the ordering facility to the time of the Service Technician arriving at the job site is 24 hours, unless otherwise specified in an individual TO. The Contractor shall warranty repairs done for at least 1 year or the Contractor s standard warranty, whichever is longer. TYPES OF BEDS TO BE SERVICED: The patient bed brands and categories to be serviced under this BPA are listed below. All replacement parts and labor shall come with a 1-year warrant or the Contractor s standard warranty, whichever is longer. PATIENT BED BRANDS The Contractor shall be able to service the full line of patient beds, mattresses, and ancillary items manufactured by: Agiliti Arjo Hill-Rom Joerns Sizewise Stryker PATIENTS BED, MATTRESS OR PRODUCT TYPES The Contractor shall be able to service the following types of patient beds and mattresses as appropriate to the manufacturers product lines: Alternating Pressure Mattress Bariatric Low Air Mattress Low Air Loss Mattress Non-Powered Mattress Respiratory/Pulmonary Mattress Wound Care Mattress Acute Care Bed Air-Fluidized Therapy Bed Bariatric Bed Behavioral Health Bed Critical/Intensive Care Bed Fall Prevention Bed Hospital Bed Med/Surg Bed Therapy Bed Bariatric Bedside Commode Bariatric Stretcher Chair Electric Stretchers APPLICABLE WAGE DETERMINATIONS Medical acute care bed maintenance staff appear to be covered by the Service Contract Act. Use of 23181 Electronics Technician Maintenance. This BPA and resulting TOs incorporate by reference the terms of the most up to date Department of Labor Wage Determinations for all WSNC facilities.
