Description
SUBJECT: FY24ACCOM-2; Sources Sought and Request for Information for Potential Set-Aside Determination for Aviation Command and Control Operations and Maintenance 2 (ACCOM-2) Program. 1. THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING PURPOSES ONLY (see provision below). This announcement closes 12:00 p.m. Eastern Time on Tuesday, 04 Apr 2023. The Government is seeking industry input from all sources, Small and Other Than Small business, at this time. Small Business concerns are highly encouraged to respond to this request in order for the Government to determine if this acquisition should remain full and open competition or set aside for small businesses under the auspices of the Federal Acquisition Regulation (FAR) Part 19. The applicable North American Industry Classification System (NAICS) for this requirement is 488111 - Air Traffic Control, with a size standard of $40M. The Government plans to consider all information submitted in response to this Sources Sought notice. Provisions: 53.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although �proposal� and �offeror� are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: Market research for Sources Sought, and Request for Information for a set-aside determination. (End of provisions) 2. The U. S. Air Force, Air Combat Command, Acquisition Management and Integration Center (AMIC), Langley Air Force Base (AFB) VA, is in the process of determining the acquisition strategy to obtain non-personal services for the operation, maintenance and support of United States Air Forces Central Command (AFCENT) Aviation Command and Control Operations and Maintenance (ACCOM) at 13 locations (Shaw AFB, US; Langley AFB, US; Naval Support Activity, Bahrain; Al Asad Air Base, Iraq; Erbil Air Base, Iraq; Muwaffaq Salti Air Base, Jordan; Ali Al Salem Air Base, Kuwait; Ahmad al-Jaber Air Base, Kuwait; Abdullah Al-Mubarak Air Base, Kuwait; Al Udeid Air Base, Qatar; Prince Sultan Air Base, Saudi Arabia; Al Dhafra Air Base, United Arab Emirates (UAE); and Al Minhad Air Base, UAE) to maximize combat capability. The contractor may be tasked to support additional sites that require ACCOM support within the AFCENT area of responsibility (AOR). 3. The Government is contemplating entering into a single hybrid Fixed Price contract with both fixed priced and cost reimbursable line items under FAR Part 15 procedures to allow the flexibility required to operate in the AFCENT AOR. For this requirement, the contractor shall be responsible for Air Traffic Control, Air Field Management, Terminal Instrument Procedures services, and operations, maintenance and repair of equipment as outlined in the PWS. The contractor shall maintain, and repair Government furnished property. 4. Performance will consist of a 90-day Phase-In/Transition period, one (1) year base period with six (6), pre-priced, one-year option periods. The Government anticipates making award on or about 12 Apr 2024, with the Phase-In/Transition period from 25 Apr 2024 � 31 Jul 2024 with base period contract performance to start 01 Aug 2024. The Request for Proposal (RFP) is expected to be released on or about 05 Jul 2023. Please note: This is an estimated posting timeframe, and it is the responsibility of the interested parties to monitor the System for Award Management (SAM) website at www.sam.gov for all subsequent postings. A draft Performance Work Statement (PWS) is posted in conjunction with this notice to provide the size, scope, and complexity of this requirement. 5. The predecessor ACCOM contract was awarded competitively as a standalone hybrid firm price contract with cost reimbursement CLINs under full and open competition The Government is seeking industry input to determine if there are adequate small business concerns that are capable of performing the follow-on requirement. A determination regarding the set-aside status and the single award for this effort has not been made. The Government encourages responses from Small and Large businesses to this Sources Sought and Request from Information. 6. This is not a formal Request for Proposal (RFP), and no contract will result from this notice, nor does it commit the Government to any acquisition for these services. All interested parties should submit a capabilities package (please limit to no more than 10 pages total) outlining their key business abilities relevant to the performance of this requirement. Capabilities package shall include any prior performance of like services in similar locations. Additionally, submit responses to Attachment 2 � ACCOM-2 RFI Questionnaire, with your response. Request that you use title �[Company Name] � FY24ACCOM-2 Sources Sought� in the e-mail subject line. A open forum Industry Day and/or One-on-One Briefs (virtual or in-person) will be considered if requested. During these session the Government may provide requirement and acquisition strategy information, as well as provide an opportunity to ask questions. This information exchange will be utilized to further refine the requirement and acquisition strategy. Requests for these forums shall be submitted to the contacts above no later than the due date of 04 Apr 2023, 12:00 p.m. Eastern Time. Date, time and location will be determined based on the requests received. If provided, these forums will be open only to parties who submit a request by the due date. Note: Request shall identify if any information submitted by your company is considered proprietary. No proprietary information will be discussed in an open forum or posted to SAM. 8. The internet and e-mail shall be used as the primary means of disseminating and exchanging information. Hard copies of documents posted on SAM will not be made available. The Government will provide an email confirmation acknowledging receipt of information submitted.
