SOURCES SOUGHT NOTICE -- Design-Build Multiple Award Task Order Contract (MATOC) in support of the Job Corps program nationwide The US Department of Labor, Office of Job Corps Acquisition Services, has a requirement to procure a Multiple-Award Task Order Contract (MATOC) for Design-Build and Construction Services.� THIS IS A SOURCES SOUGHT NOTICE. In accordance with Federal Acquisition Regulation (FAR) 10.002(b) (2) (i), this notice is issued for the purpose of conducting market research. Market research is being conducted to determine if there are prospective vendors/entities with the capacity and experience to perform the required work. This Notice is not to be misconstrued as an Invitation for Bid or Request for Proposal. DOL encourages all small and large business contractors to identify their capabilities to satisfy the requirements listed in this Sources Sought notice. The full extent of the work will be described in a solicitation, which may follow at a later date. However, a summary of the services to be performed is provided as follows:�The work involves design-build and construction work to support the Job Corps program at its centers throughout the nation including all 50 states, D.C., and Puerto Rico, for new facilities and real property repair and maintenance in support of the Department of Labor�s Job Corps Program. The work may include, but is not limited to: general building renovation, vertical construction, security and force protection of new and existing facilities, horizontal construction, and incidental work as well as other types of design-build and construction services. All work will be assigned and accomplished in accordance with individual task orders. There is no solicitation at this time. This notice is issued solely for information and planning purposes. This request for capability information does not constitute a request for proposal (RFP)/Request for Quote (RFQ)/Invitation for Bid (IFB) or promise to issue an RFP, RFQ or IFB in the future. This notice does not commit the Department of Labor to contract for any supply or service. Further, the Department of Labor is not seeking quotes, bids or proposals and will not accept unsolicited proposals in response to this notice. Submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred and will not pay for any information or administrative costs expended in response to this notice. Submittals will not be returned to the responder. Not responding to this sources sought notice does not preclude participation in any future solicitation, if issued. If a solicitation is released, it will be synopsized on the Government-wide Point of Entry (www.sam.gov). It is the responsibility of all interested parties to monitor the Government wide Point of Entry for additional information pertaining to this requirement. The NAICS code for this requirement is 236220 � Commercial and Institutional Building Construction, with a Small Business Size Standard of $45 Million. The estimated magnitude of work is as follows: Typical task orders may range between (estimated) $2,500 to $30,000,000. The project-specific Magnitude of Construction IAW FAR 36.204 will be specified in individual Task Order RFQs. Total estimated value for the five-year ordering period is $600 million. This is NOT a solicitation. This notice serves as a market research method to determine if there are interested and capable sources prior to issuing a solicitation if one is issued. A five-year period of performance is anticipated. The Department of Labor has not determined the method of competing this requirement. The Department of Labor WILL NOT award a contract based on this Sources Sought Notice, the information received, nor will it reimburse participants for information provided in response to this inquiry. Firms interested in this requirement are requested to submit a statement of qualifications. Your statement of qualifications shall demonstrate the capacity of your firm to perform the services described above, and should include the following information:� Previous projects of similar scope and value Contractor has provided both design-build services and construction services on two (2) or more major new construction projects located on Government facilities, high schools, colleges, or similar campuses with a $7M to $30M constructed value within the last ten (10) years. Contractor has provided design-build services and construction services on two (2) or more major renovation projects and building addition projects located on Government facilities, high schools, colleges, or similar campuses with a $5M to $15M constructed value within the last ten (10) years. Contractor has provided design-build services and construction services on two (2) or more building renovation projects encompassing fa�ade renovations/replacements, life safety system replacement, and HVAC and electrical system replacements located on Government facilities, high schools, colleges, or similar campuses with a $2,500 to $10M constructed value within the last ten (10) years. Contractor has provided design-build services and construction services on one (1) or more projects encompassing asphalt roadway repair/replacements and parking lot construction located on Government facilities, high schools, colleges or similar campuses with a $2,500 to $5M constructed value within the last ten (10) years. Provide previous project examples that include the location of the project, the project owner, a brief and concise description of the project scope, specialty design consultants employed, and a comparison of the original contract price and final contract value. Also include the date of contract award and the original and final date of contract completion. Project Location Provide a list of states/territories in which they have completed three (3) or more projects in the last ten years indicating familiarity with state and local codes, environmental conditions, economic conditions, and experience/qualifications of local design consultants. Project schedule, safety, and quality of work Contractor has a proven record of successful performance by completing projects on or ahead of time. Using the previous project examples include the Contract Award/NTP date, the original contract completion date, and the actual contract completion date for each project. Contractor has a proven record of successful performance by reducing cost and completing projects on or below budget. Using the previous project examples indicate the contract award amount, the final contract value, and a percentage of change order value relative to the total construction value for each project.� Contractor has established Safety and Quality Control procedures and protocols which are consistently applied to all projects.� Financial Capabilities Contractor is in sound financial standing with no claims or liens. Respondents should demonstrate sufficient financial capacity to bond projects and should provide aggregate and per project bonding capacity limits.� The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; and 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements. Your submission should not exceed 20 pages. Your response to this Notice, is due no later than April 13, 2023, by 2:00 PM EDT, and submit it via email to Martrelle Pyatt Harvin, Contract Specialist, US Department of Labor/OASAM/OSPE/JCAS, A&E Construction, pyattharvin.martrelle@dol.gov. Small Business, HUB Zone, small disabled veterans, small, disadvantaged businesses, 8(a) businesses, WOSB, and large businesses are encouraged to submit.� Acknowledgment of responses will not be made, nor will respondents be notified regarding the results of the Government�s evaluation of the information received. The determination to proceed with the acquisition is within the discretion of the Government. Telephone inquiries will not be accepted. Please be reminded that a prospective Offeror interested in obtaining a contract award with the Government must be registered in the Federal Government's System for Award Management (SAM) database.
