- Description
- The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1(b)) with HTI-Vemco USA, Inc., 711 NE Northlake Way, Seattle, Washington 98105-6429 for a contract for twenty (20) tags (V16AT-6H-A69-9002), ten (10) receivers (VR2Tx), and three (3) magnetic activation probes to be associated with remote acoustic telemetry receiver arrays. The U.S. Army Engineer Research and Development Center (ERDC) requires acoustic tags and receivers to continue vital research on sturgeon, in order to solve critical issues for the Corps of Engineers as it relates to recovery efforts for this species. We currently have fourteen (14) InnovaSea receivers deployed in the Lower Mississippi River (LMR) project area, seventy (70) in the Ship Island Camille Cut project area, and there are existing InnovaSea receiver arrays currently operating at multiple locations along the Gulf coast and the Mississippi River Basin. Similar products are available for tracking telemetry tagged individuals, however, the products we are currently using are considered proprietary and will not communicate directly with the similar products, thus, transmitters made by other manufacturers of telemetry equipment cannot be detected by InnovaSea receivers, or data may be recorded in error. Therefore, to maintain data compatibility between currently deployed tracking tags and receivers, and newly purchased receivers, the same brand is required. This acquisition is being conducted under FAR 13.106-1(b). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334290 with a Small Business Size Standard of 800 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar items. All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted only by e-mail as a Microsoft Office Word, Microsoft Office Excel, or Adobe PDF attachment to crystal.e.north@usace.army.mil. Statements are due by 1130 (11:30am) Eastern Time 4 April 2023. No phone calls will be accepted. Point of Contact Crystal North, Contract Specialist, Email crystal.e.north@usace.army.mil Place of Performance Address: USACE/ERDC EL- ENVIRONMENTAL LABORATORY 3909 HALLS FERRY ROAD, VICKSBURG, MS Postal Code: 39180-6199 Country: UNITED STATES
