Description
The Defense Health Agency (DHA), Professional Service Contracting Division (PS-CD) located in Falls Church,�VA 22042, intends to issue a Sole Source�award to College of American Pathologist (CAP), 325 Waukegan Road, Winnetka, Illinois 60093-2719 to acquire Proficiency Testing, Accreditation, and�Competency Assessments of DoD Laboratories. The proposed action is to award a new firm-fixed-price contract�under the Statutory Authority 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(2)(A) ""Only One Responsible Source and�No Other Supplies or Services Will Satisfy Agency Requirement"". This is an ongoing requirement that will be obtained�following the procedures in FAR Part 12. The PWS requires the LAP and PT programs be part of a comprehensive and fully integrated program to minimize administrative requirements and to ensure coordinated actions between the accreditation agency and the PT program provider.��Comprehensive for LAP means that a single entity must be able to and be approved to inspect and accredit all clinical and anatomic pathology disciplines [specialties and subspecialties including at a minimum bacteriology, mycobacteriology, mycology, parasitology, virology, chemistry, special chemistry, endocrinology, immunology, urinalysis, toxicology, hematology, coagulation, immunohematology, histocompatibility, cytogenetics, radiobioassay, Laboratory Response Network (testing for biological warfare agents), cytology, histology, forensic, legal, molecular and genetics disciplines].��There are three services required; The first is the laboratory accreditation program (LAP) of all Department of Defense (DoD) laboratories of any Clinical Laboratory Improvement Amendments (CLIA) designated complexity level (Waived, Provider Performed Microscopy, Moderate, or High) performing testing on human specimens for the purpose of providing information for the diagnosis, prevention, or treatment of any disease or impairment of, or the assessment of the health of, human beings.� The second service is a proficiency testing (PT) program that provides for the complete assessment of all testing performed in DoD laboratories.� The third service is a competency assessment program (CoAP) that will allow for individual laboratories to show compliance with 42 Code of Federal Regulations (CFR) Part 493 and accrediting body�s standards.� The projected Period of Performance is for one (1) base period of six months and (4) twelve-month option periods.� Should your firm desire to submit a capability statement, it should demonstrate the Contractor's experience and expertise to provide the services identified above within the time frame required and without substantial duplication of cost to the Government. The statement shall include business size; ability to self-perform work; layers of subcontracting; and any other information indicating a legitimate ability to meet these specific requirements. Statements should not exceed 3 pages in length. The announcement fulfills the synopsis requirements under FAR 5.201 and 5.203.� This is a Notice of Intent ONLY; it is not a request for competitive proposals.� Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this NOI. All costs associated with responding to this NOI will be solely at the interested vendor's expense. Not responding to this NOI does not preclude participation in any future Request for Proposal (RFP), if any is issued.
