- Solicitation Number: 36C79123R0004 Commercial Third Party Automobile Insurance THIS IS A PRE-SOLICITATION ANNOUNCEMENT IS TO RAISE AWARENESS FOR POTENTIAL OFFERORS. THIS IS NOT A SOLICITATION FOR OFFERS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. THIS IS NOT A REQUEST FOR PROPOSALS AND DOES NOT BIND THE GOVERNMENT TO AWARD ANY CONTRACT. Commercial Third Party Automobile Insurance Synopsis: The Department of Veterans Affairs (VA), Commodities & Services Acquisition Service (CSAS), 555 Corporate Circle, Golden, CO 80401, has a requirement for Commercial Third Party Automobile Insurance. This requirement includes the following categories: The Contract Opportunity shall be listed under the main NAICS code: 524210-Brokerage and Insurance. The Department of Veteran Affairs (VA) Denver Logistics Center (DLC) located in Golden, Colorado distributes supplies and services to veterans worldwide. The Department of Veterans Affairs (VA) Commodities and Services Acquisition Service (CSAS) and the Denver Logistics Center (DLC) manage holistic supply chain and contract management for the VA National Audiology, Prosthetics, and Telehealth Programs and supports VA and other Government agencies with professional acquisition and logistical services. VA's Rehabilitation and Prosthetic Services is responsible for the national policies and programs for medical rehabilitation, prosthetic and sensory aids services that promote the health, independence and quality of life for Veterans with disabilities. This office aligns clinical expertise, clinical and practice guidance, and specialized procurement resources to provide comprehensive rehabilitation, prosthetic and orthotic, services across the VHA health care system in the most, economical and timely manner. Rehabilitation and Prosthetic Services is committed to providing the highest quality, comprehensive, interdisciplinary care; the most advanced medical devices and products that are commercially available; and promoting advancements in rehabilitative care and evidence-based treatment. The Department of Veterans Affairs (VA), Office of Prosthetics and Rehabilitations, through the Commodities Services and Acquisition Services (CSAS) intends to contract with qualified Third-Party Insurance carrier to provide automobile liability insurance coverage to eligible VA beneficiaries under the Driver Rehabilitation Program. Public Law (P.L.) 93-538, mandated VA to provide opportunities for driver education and training for all eligible Veterans with disabilities and certain military personnel. Veterans and members of the Armed Forces with disabilities are entitled to have the opportunity to learn to drive a motorized vehicle on the Nation s public highways. Depending upon the severity of the disability and the available adaptive equipment designed for utilization in today s motor vehicles, the disabled individual should enjoy the independence and freedom of mobility offered all citizens. We anticipate issuing a Request for Proposals (RFP) within 30 days at SAM.gov, however, all dates in this notice are subject to change. Any amendments applicable to the solicitation will be posted at the same site. To take advantage of business opportunities with the Department of Veterans Affairs, you must register your firm with the System for Award Management at SAM.gov AND in the VetBiz database if applicable, (VetBiz registration is required for Service-Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses) under the applicable NAICS. Registration is free and potential contractors are encouraged to visit the SAM website as no contract can be awarded to any offeror not registered in SAM. The VA intends to award a single firm fixed-price contracts. The resulting award will consist of a one-year (1) base with four (4) option years. Any award will be based on the LPTA. This requirement will be solicited as a Full and Open procurement that will consider price and past performance in the award decision; these evaluation factors are subject to change. Final evaluation factors will be defined in the solicitation.
