This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This is a notice that this is a lowest price technically acceptable procurement, that is total set-aside for Small Business. Only quotes submitted by Small Business will be accepted by the government.� Any quote that is submitted by a contractor that is not Small Business will not be considered for award. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-02 effective 3/16/2023. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The FAR clauses may be accessed in full text at these addresses http://www.acquisition.gov/far/. The associated North American Industrial Classification System (NAICS) code for this procurement is 561730 with a small business size standard of $9,500,000.00. The U.S. Department of Transportation (USDOT), Maritime Administration (MARAD) is seeking to issue a firm fixed price contract with for the MARAD Beaumont Reserve Fleet (BRF) and East Docks (ED) Lawncare services as described in the BRF and ED Lawncare Statement of Work (SOW) � Attachment 1, Vendor Price Sheet � Attachment 2, Solicitation Provisions and Contract Clauses � Attachment 3 and E-Invoicing Requirements and Department of Labor Wage Determination � Attachment 4. Quoters are required to submit pricing for all materials, equipment and labor required to complete the work on the vendor price sheet, Attachment 2.� Site Visit: A site visit at the Beaumont Reserve Fleet located at 2600 Amoco Rd., Beaumont TX, 77705 and the Beaumont Reserve Fleet East Docks located at 5320 Church House Road, Orange TX, 77630 . A site visit can be arranged by contacting the Contracting Officer, Bridget Bonnecarrere at bridget.bonnecarrere@dot.gov prior to April 5, 2023. MARAD is not obligated to hold any site visits requested after this date.� Failure of a prospective quoter to submit any questions or attend the site visit will be construed to mean that the quoter fully understands all requirements of the solicitation.� Prospective quoters are advised that the site visit will be held solely to allow quoters an opportunity to gain the best possible understanding of the working environment and specific work items to be addressed under contract to allow for an accurate and complete price quote.� All prospective quoters are advised that after the site visit, unless the solicitation is amended in writing, it will remain unchanged and, that if an amendment is issued, normal procedures relating to the acknowledgement and receipt of any such amendment shall be applicable.
