General Information: Project:� JBE082 Turnagain Dormitory Renovation, JBER, Alaska Document Type:� �Pre-Solicitation Notice Solicitation Number:� W911KB23R0037 Posted Date:� 29 March 2023 Original Response Date:� 12 April 2023 NAICS Code:� 236220 Set Aside:� 100% Small Business Set-Aside Competitive CONTRACTING ACTIVITY:� US Army Corps of Engineers, Alaska District; P. O. Box 6898, JBER, AK 99506-0898 CONTRACT INFORMATION:� This is a pre-solicitation notice for a stand-alone contract to provide a Request for Proposal (RFP) for the construction of a dormitory located on JBER, Alaska.� This acquisition is a competitive 100% Small Business Set-Aside solicitation. North American Industrial Classification System code is 236220, Commercial and Institutional Building Construction. �A solicitation will be available on this site and PIEE Solicitation on or about 13 April 2023. �The Government intends to award one contract. �The estimated magnitude of this contract will be between $25,000,000.00 - $30,000,000.00 DESCRIPTION OF WORK: This is a design build project that will renovate the Turnagain Dormitory located on JBER, Alaska.� The project includes the design, and full renovation of the existing Building 8113 Turnagain Dorm located at JBER, Alaska. �Building 8113 is approximately 12,000 square feet and has served as an airmen dormitory since its completion. �The facility has interior finishes, plumbing, heating, and electrical systems that have been identified as obsolete or failed and in need of repair/replacement. �Built in the mid 1950's, the structure is a concrete frame with cast-in-place concrete walls, concrete roof slab, a concrete slab on grade and a conventional spread footing foundation.� Renovations to the envelope will entail replacing all interior wall insulation throughout. �New insulation will be applied within the existing stud framing on the interior side of exterior walls. The renovation will include door and window replacements, roofing, interior constructions, new partition walls throughout, new plumbing fixtures and piping, HVAC, electrical, building elements demolition of all existing interior walls and ceilings.� The EPDM single ply roofing membrane will be replaced with a new EPDM system.� Requires Life Cycle Cost Analysis, energy analysis, Third Party Certification, and enhanced commissioning of the entire building.� Repairs will include replacement of all sidewalks, the parking lot, and the two access drives. �The sidewalks shall be replaced in the same footprint as existing, with 4� thick PCC and new heads for the sprinkler system. �In Addition, repairs to the fire detection system will include all new Fire Alarm Control Panel (FACP) Fire Alarm Annunciation Panel (FAA), notification devices, and initiating devices. �An entirely new fire suppression system will be installed to include fire protection water service entrance, fire riser, associated piping, and sprinkler heads for the entire facility.
