- Distribution Statement A. Approved for public release: distribution is unlimited.� The United States Army Contracting Command � Detroit Arsenal (ACC-DTA) intends to issue a Request for Proposal (RFP) W56HZV-20-R-0164 for armor kits for the M109A7 Self-Propelled Howitzer (SPH) and M992A3 Carrier, Ammunition, Tracked (CAT) Vehicles. The armor kits will be used as Theater Provided Equipment (TPE) and Modification Work Order (MWO) installation and will be produced from drawings contained within a Technical Data Package (TDP) provided by the Government. This procurement will be solicited as full and open competition amongst 100% small business set-a-side under the authority of FAR 6.203. �All responsible sources may submit a capability statement and proposal which shall be considered by the agency. The Government intends to solicit and award a single award Indefinite Delivery Indefinite Quantity (IDIQ), Firm Fixed Price contract that will cover the period of five (5) ordering periods (FY24-29). The RFP is targeted for release by 01 May 2023. The proposals will be due approximately 45 days after the RFP is released. Contract award is targeted for 1st quarter of FY 2024. Proposals must be received by the closing date for receipt of proposals.� All contractors must be registered in the DoDs System for Award Management at http://www.sam.gov. Information on getting registered may be obtained on the website. The solicitation will be issued on or about 01 May 2023 and will close on or around 15 June 2023. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102; therefore, hardcopies will not be provided. An electronic copy may be downloaded on or after the issue date by assessing the following address via the internet: http://www.sam.gov.� A USG TDP will be provided through SAM in accordance with instructions accompanying posting of the solicitation. You must be certified under the United States/Canada Joint Certification Program (JCP) to be granted access to the TDP for this solicitation, via SAM (www.sam.gov). See https://www.dla.mil/Logistics-Operations/Services/JCP/ for certification instructions. If the technical data is too large to upload to SAM.gov the vendor will receive data via a link and password to the DoD Safe site. Solicitation attachments will also be sent through DoD Safe. After receiving a vendor�s request through SAM for access to the TDP, the Contract Specialist will verify an active JCP status and requisite FCL before granting access or sending information.�Disclaimer: The Government does not intend to award a contract on the basis of the information in this posting or information received as a result of this posting.
