AMENDMENT 01 -� FAA RESPONSE TO INDUSTRY QUESTIONS: The purpose of Amendment 01 is to provide FAA response to industry questions received.� As a result of the Questions recieved, the following documents have been revised from the initial announcement:� � � �a. Draft Statement of Work; revision dated March 28, 2023 � � �b. Labor Category and Skill Level Minimum Requirements, revision dated March 28, 2023 FAA responses are provided via an attachment to this Amendment entitled ""SLE Questions and Answers"" dated March 29, 2023. The response date associated with this Market Survey remains unchanged.� MARKET SURVEY ANNOUNCEMENT 1.� INTRODUCTION The Federal Aviation Administration (FAA) Terminal Second Level Engineering Group (AJM-24) and En Route & Oceanic 2nd Level Engineering Group (AJM-25) require second level engineering (SLE) support services across all lines of business (LOB) including, but not limited to, ATO-E, ATO-T and ATO-W. The National Airspace System (NAS) is a network of controlled and uncontrolled airspace, both domestic and oceanic comprised of radar target, weather detection, flight data and supporting processing systems, air traffic processing and display systems within the EnRoute, Oceanic, Flight Service and Terminal air traffic control environments, communications systems, flight plan data information systems, and NAS maintenance and support systems. This requirement is anticipated to be a single indefinite delivery indefinite quantity (IDIQ) contract with individual task orders awarded on either a Time & Materials (T&M) and/or Firm Fixed Price (FFP) basis, depending on the nature of individual requirements. The purpose of this market survey announcement is to solicit capability statements from interested companies and to receive feedback relative to the contents of the Draft Statement of Work (SOW) and the minimum requirements for the labor categories and skill levels identified in the Draft SOW, attached to this announcement. 2.� INCUMBENT CONTRACTOR: There are two (2) incumbent contractors for this requirement: Sunhillo Technical Services (STS), Contract DTFACT-17-D-00005, providing Enroute and Oceanic Support Services (EOSS). Artic Slope Technical Services (ASTS) dba ASRC Federal Holding Co LLC (ASRC), DTFACT-17-D-00004, providing Terminal and Technical Operations (TnT) Support Services. The TnT award was a competitive Socially Economic and Disadvantaged Business (SEDB) 8(a)) award and the EOSS award was a Small Business competitive award. 3.� NATURE OF COMPETITION The acquisition strategy for this procurement has not been determined at this time.� The results of this market survey will be used as a determining factor in the final acquisition strategy. The FAA may decide to do a full and open competition or set aside all or part of this procurement for small businesses, disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration for participation in the SEDB 8(a) Program. Please note that based on the FAA�s Acquisition Management System (AMS) Policy at 3.2.1.2.3, the use of agency wide contract/procurement vehicles must be used to the maximum extent possible.� The responses to this announcement will be used as a determining factor regarding whether the use of an existing agency contract/procurement vehicle is appropriate. Potential vendors are cautioned that no further announcement may be made if an existing agency wide contract/procurement vehicle is utilized for this requirement. 4.� STANDARD LANGUAGE � � �a. This is not a Screening Information Request (SIR) or Request for Proposal (RFP) of any kind; � � �b. The FAA is not seeking or accepting unsolicited proposals; � � �c. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; � � �d. Any costs associated with the market survey submittal is solely at the interested vendor�s expense; � � �e. Respondents will not be notified of the results of this survey or results of information submitted; and, � � �f. Any confidential or proprietary information submitted in response to this announcement must be marked in accordance with� � � � � � ��Section 7 Information Labeling below. 5. NORTH AMERICAN INDUCTRY CLASSIFICATION SYSTEM (NAICS) CODE The projected NAICS code for this requirement is 541519 � Other Computer Related Services with an applicable size standard of $34.0M. 6.� SUBMITTAL REQUIREMENTS The FAA asks capable and interested firms to submit a brief summary addressing your company�s capabilities to assist the FAA in meeting the SLE requirements defined in the attached Draft SLE SOW. The response must contain a cover page that includes, at a minimum the following: ������� a. ��� Company name and address ������� b. �� Number of years in business ������� c. ��� Business classification size (i.e., large, small, etc.) ������� d. �� URL of company website (if applicable) � � � � e.� �� Point of Contact with telephone number and email address ������� f. ��� Information Labeling (if applicable) Capability Statement � Interested and capable vendors are requested to submit a summary of its vendor�s capabilities in meeting the FAA�s requirement as described in the Draft SOW.� Examples of your vendor�s recent corporate experience (within the last 5 years) in performing work similar in scope and complexity relevant to SLE of FAA NAS systems should be included. Please include any additional information to assist the FAA in planning the acquisition strategy. Capability Statements must not exceed ten (10) pages in length.� Each firm claiming SEDB 8(a) status is required to provide a copy of its SBA SEDB 8(a) certification letter with its submission as evidence of SEDB 8(a) eligibility. (Not included in the 10 page count limitation) 7. INFORMATION LABELING: Respondents seeking to protect intellectual property and/or confidential/proprietary information submitted in response to this announcement must clearly mark such intellectual property and or confidential and proprietary information. If such information is not so marked, the FAA will not accept liability for failure to safeguard it against open disclosure and may release the information at its sole choosing.� If a Respondent wishes to restrict the response information, Respondent must mark the title page of any submission with the following legend: �This data must not be disclosed outside the FAA and must not be duplicated, used or disclosed in whole or in part for any purpose other than to assess the response; provided that, if a CRADA is awarded to this Respondent as a result of or in connection with the submission of this data, the FAA will have the right to duplicate, use or disclose the data to the extent provided in the CRADA. This restriction does not limit the FAA�s right to use information contained in the response if it is obtained from another source without restriction.� Respondent must mark each sheet subsequent to the title page with the following legend: �Use or disclosure of information contained on this sheet is subject to the restriction on the title page of this RFI.�� The FAA will protect Respondent-provided propriety information to the extent allowable by law. 8.� DELIVERY OF SUBMITTALS All questions regarding this market survey must be submitted via email to the following Contracting Officers no later than 2 p.m. (ET) on 03/20/2023; Stephen Jenniss at stephen.jenniss@faa.gov and Alan McCarty at alan.mccarty@faa.gov.� All submittals must be received via email to the above referenced Contracting Officers no later than 2 p.m. (ET) on 04/03/2023.� 9.� OTHER � � �a.
