Description
The U.S. Environmental Protection Agency (EPA), Office of Acquisition Solutions, Cincinnati Acquisition Division intends to issue a sole-source, contract extension for ICF Incorporated, LLC. Of 9400 Lee Highway, Fairfax, VA 22031-6050 pursuant to authority granted under the use of other than full and open competition of the proposed contractual action pursuant to the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1.� � NAICS Code � 541620 The U.S. EPA intends to exercise a contract extension for contract 68HE0C18D0001 for six (6) months, beginning July 3, 2023, and ending January 2, 2024, as authorized by base contract clause I-31, FAR 52.217-8 OPTION TO EXTEND SERVICES. (NOV 1999).� ICF Incorporated, LLC is the only responsible vendor capable of providing uninterrupted support of essential requirements under Contract 68HE0C18D0001 until the recompeted contract is awarded. Without a sole source contract extension to ICF, the systems and processes developed by ICF over the past five (5) years of contract performance could not be replicated by another vendor in time to avoid a disruption to the Agency�s requirements. Not extending would result in an undue burden on the Agency to both: (1) lose essential contractor support; and (2) expend unnecessary time and resources attempting to transition essential contractor support within an insufficient timeframe (i.e. duplication of costs).� ICF Incorporated, LLC. will continue to provide technical support for EPA Office of Water (OW) requirements for economic, environmental, and regulatory analyses to meet the requirements of the Clean Water Act (CWA) and Safe Water Drinking Act (SWDA), other programmatic requirements, Executive Orders and statutes such as the Paperwork Reduction Act (PRA), the Regulatory Flexibility Act (RFA), Small Business Regulatory Enforcement Fairness Act (SBREFA), Unfunded Mandates Reform Act (UMRA) and, as appropriate, other Agency-wide initiatives and policies. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. This notice satisfies the requirement at FAR 5.101(a)(1) for publicizing the proposed contract action.
