Description
Office of Workforce Management & Consulting (WMC) Human Resources Development (HRD) Program Evaluation & Management Request for Information This market research effort is being conducted for the Office of Workforce Management & Consulting (WMC) for program evaluation & management services. The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) and Workforce Management and Consulting (WMC), Human Resources Development (HRD) supports the learning and professional development needs of approximately 10,000 HR Professionals across the agency. This includes the VHA Flagship Program, the Human Resources Specialist Training and Accelerated Readiness (HR STAR) program that onboards 1,000 trainees per year, using a college-level platform. HRD provides training services to support closing current and previously identified competency gaps among the VA HR workforce. HRD has a need for contractor support to provide program and resource management support. This includes the HRD Customer Central SharePoint site (structure, design, upgrades, enhancements) and subordinate sites, large-scale learning and participate data assessment and reporting that is customized, valid, and curriculum-driven to include Kirkpatrick Model assessments on all programs and courses. The design, tracking, mapping, and reporting capability must be modern and measured via the use of a commercial-off-the-shelf experience management survey tool type of system available online. An annual, centralized competency and skills assessment to HR professionals in VHA, data collection, monthly reports, engagement satisfaction, and strategic analysis and consulting based upon results must all be supported. The VHA is seeking information from sources (contractors) for support of HRD program evaluation & management services. Response Information: Responses to this RFI must be submitted by 1:00PM, Eastern Time, April 13th, 2023. Responses shall be sent to Adeitra Jimmison at Adeitra.Jimmison@va.gov and Charles McKenzie at Charles.McKenzie@va.gov. Disclaimer: A solicitation is not currently available. If a solicitation is issued, it will be announced later, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Not responding to this RFI does not preclude participation in any future Request for Proposals, if any is issued. This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. Responders are solely responsible for all expenses associated with responding to this RFI. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party s expense. Guidance: Responses shall be limited to 20 pages, 12-point font minimum. Please be advised that all submissions become Government property and will not be returned. This RFI is exclusively electronic based; written or telephone responses will not be considered. Responses shall provide administrative information, and shall include the following as a minimum: Company Name, EUI number, Company mailing address, phone number, name of designated point of contact and e-mail of designated point of contact. Company business size and status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business, etc.), the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners. Answers to the questions provided in the attached document, Attachment B HRD Prgm Eval and Mgmt RFI Questions for Industry . The Government is seeking input and comments on the attached Draft PWS document, Attachment A DRAFT PWS HRD Program Evaluation & Management . Please identify any recommendations for understanding or clarity of requirements and terms and conditions. This is not included as part of the 20-page limitation and can be included as a separate attachment.
