THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. NO TELEPHONE CALLS WILL BE ACCEPTED REQUESTING AN RFQ PACKAGE OR SOLICITATION. THERE IS NO RFQ PACKAGE OR SOLICITATION. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE. The U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS) is issuing this source sought announcement on behalf of the National Center for Toxicological Research (NCTR) in order to determine if there are existing small business sources and other than small business sources capable of providing Preventive Maintenance Services on (15) Diesel powered electrical generators with four (4) (1-year Preventive Maintenance service option periods), meeting the requirements below. If your firm is considered a small business source under North American Industry Classification System (NAICS) Code 811310- Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance; Small Business Size Standard is $12.5 million and believe that your firm would be able to provide the FDA with the supplies/services described below, please submit an email to Warren.Dutter@fda.hhs.gov. The vendor should include information about the company and demonstrate that it can meet all of the minimum performance requirements. Background: The Food and Drug Administration (FDA), National Center for Toxicological Research (NCTR), requires an authorized Caterpillar Generator manufactures representative to perform Preventive Maintenance Services on (15) Diesel powered electrical generators.� The electrical generators are critical components to the center during power failure.� Performing preventive maintenance on the electrical generators will ensure that they are in good working order and increase the useful life of the equipment. � Current preventive maintenance service contract ends 05/09/2023.� Minimum Preventive Maintenance Requirements: Perform Preventive Maintenance (PM) services for all NCTR generators listed, so as not to void any remaining warranty on any of the units.� Provide the PM services on the engine, generator, and automatic transfer switch as described in the below checklist and any other recommendations by the Contractor, with the first service occurring within 30 days from the beginning date of this contract. � Perform services supplying parts and labor necessary to fulfill operations specified herein. PM performed by formally trained and certified technicians/engineers, following absolute adherence to and conformity with Original Equipment Manufacturer (OEM) specifications, manuals, bulletins, latest technical developments, PM procedures, application updates using OEM replacement parts, components, subassemblies etc. in performing all preventative maintenance and repair services. Perform the following services at NCTR during normal business hours (All days are calendar days): PM-1: Within 30 days of beginning date of contract, then 180-day (Quarterly) intervals following initial PM. PM-2: 360-day interval PM-3: 720-day interval PM-1 includes the following: Contact: To be provided at time of award to schedule service before going to jobsite. Check coolant level and degree of antifreeze protection. Record antifreeze protection on checklist. Inspect radiator cap. Advise if replacement needed. Check coolant conditioner concentration. Inspect radiator core for restriction and leakage. Check engine coolant heater for proper operation. Remove cover and check for damaged wiring and poor connections. Record engine temperature: __________ Inspect engine coolant heater outlet hoses for deterioration. Inspect engine coolant hoses and lines for leaks and condition of hoses. Check engine oil level. Add oil if at the �ADD� mark. Extract oil sample for laboratory analysis. Inspect all vee belts. Check for proper tension. Check fan bearings for slack. Grease fan bearings as needed. Inspect sparkplugs, plug wires, harness, and coils for natural gas engines. If unit is equipped with pressure gauge, check fuel pressure under load, if possible. No load transfer permitted without customer permission and presence during transfer. Check operation of fuel priming pump, if so equipped. Inspect all fuel lines and connections for leaks. It is the customer�s responsibility to maintain an adequate supply of clean fuel. Inspect air filter elements. Inspect seal for proper sealing. Inspect air intake system for damage and leakage. Inspect air filter service indicator. Clean engine control panel. Perform visual inspection of generator and inspect power connections at generator output terminals and voltage regulator. Check torque on non-energized fasteners. Check DC control wiring for loose screw connections and wire crimps. Check for worn insulation at contact points.����� Grease generator bearing every 1000 hours or once a year as per manufacturers specifications. Inspect AC power conductors and terminals for signs of heat damage. Check for blown fuses. A blown fuse indicates a potential problem. Obtain authorization to troubleshoot cause of fuse failure. Operate generator set and record: Engine oil pressure, coolant temperature, generator output voltage, frequency, battery voltage and battery voltage during cranking. Check engine governor stability and response while engine is running. Check for abnormal exhaust smoke. Inspect battery connections. Clean and tighten if needed. Check specific gravity of battery cell electrolyte, unless maintenance free batteries are used. Check battery charging equipment for proper operation. Record DC battery voltage on check sheet. Check transfer switch for proper operation, IF a load transfer is permitted. No transfer will be done without customer consent and immediate presence during transfer initiation. Inspect transfer switch power connections visually for signs of heating. Check control wiring connections for loose wiring and worn insulation. NO work will be performed on energized circuits due to danger to technicians and equipment. Email or fax a copy of the checklist and/or reports when PM is completed. PM-2 includes the following: All PM-1 operations. Change engine oil, oil filters and fuel filters. Replace air filter elements Email or fax a copy of the checklist and/or reports when PM is completed. PM-3 includes the following: All PM-1 operations. All PM-2 operations. The offeror shall advise if the product and/or service is on a Best in Class contract. If applicable, the offeror shall clearly identify where the offered product is made. If applicable, identification of the firm's GSA Schedule contract(s) by Schedule number and SINs that are applicable to this potential requirement are also requested.
