Please read the following carefully before submitting a response. THIS IS AN INDUSTRY DAY NOTICE ONLY. THIS IS NOT A REQUEST FOR INFORMATION (RFI). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. THIS REQUEST IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT FOR ANY ACTUAL PROCUREMENT OF MATERIALS, MACHINERY, OR SERVICES. This notice does not constitute a solicitation or a promise of a solicitation in the future. This Industry Days request does not commit the Government to contract for any supply or service. However, the Government is actively seeking information on potential sources of Systems Engineering & Integration (SEI) for the systems identified below. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this Industry Days. All costs associated with attending this Industry Days are solely at the responding parties' expense. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative because of this request. Not responding to this request does not preclude participation in any future competitive solicitation, if one is issued. Specific responses to the contractor's approaches for meeting this requirement will not disqualify or have an impact on participation and evaluation on future solicitations. NO SOLICITATION DOCUMENT EXISTS AT THIS TIME. If a solicitation is issued, it will be announced later via the System for Award Management (SAM.gov) and all interested parties must respond to that solicitation announcement separately from the responses to this request. The Royal Bahrain Navy has two (2) former U.S. Navy Oliver Hazard Perry FFG-7 class frigates, RBN Sabha FFG-90 (ex-USS Jack Williams FFG-24) and RBN Khalid Bin Ali FFG-91 (ex-USS Robert G Bradley FFG-49). It is Bahrain�s intent to modernize these frigates. The Naval Sea Systems Command (NAVSEA) is conducting market research to identify and determine the interest, technical capability, and qualifications of Industry to fulfill the Government's need to perform the system engineering, integration, testing, logistics sustainment and training for the following system improvements: Replace the existing Combat Direction System (CDS) with Combat Management System (CMS) Replace the existing AN/SPS-49(V)4 Air Search Radar with a new 3D air search radar Replace the existing AN/SPS-55 Surface Search Radar with a new surface search radar Replace the existing Navigation Radar with a new navigation radar Replace the existing MK 92 Fire Control System and Radars with a new fire control system and radars Provide system upgrades for the MK 75 76mm Gun Mount Each of the above new systems will be acquired in conjunction with existing USN programs of record, and for the purposes of this request, can be assumed to be government furnished equipment (GFE). It is expected that Contractors will perform this work in the United States and Bahrain. The estimated period of performance for these efforts would start in Fiscal Year (FY) 2026. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST. A Request for Information (RFI) may be issued at a future date.� �Interested parties may be requested to respond to the RFI with a White Paper that addresses their capabilities and experience integrating sensors, weapons and combat management systems. ATTENDANCE INSTRUCTIONS: Request to attend the Industry Days must be submitted via email to the points of contact listed at the bottom of this notice, and must be received no later than 3:00PM Eastern Standard Time (EST) on April 19, 2023.
