- NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs (VA) Veterans Health Administration (VA) Environmental Programs Service intends to issue a sole source purchase order under FAR 13.5 procedures to MidAtlantic Solid Waste Consultants LLC (MSW), 11875 High Tech Ave, Ste 150, Orlando, FL� 32817, conduct a Waste Diversion Study to provide for its organization.� VHA Environmental Programs Service has a requirement to conduct a Waste Diversion Study.� In order to effectively manage wastes from the James H. Quillen VA Medical Center and Michael E. DeBakey VA Medical Center, it is important to have a full understanding of the waste streams and disposal options and to implement and or improve existing recycling programs. The James H. Quillen VA Medical Center and Michael E. DeBakey VA Medical Center, desires to audit the waste diversion processes at 500 Washington Avenue Johnson City TN 37604 and 2002 Holcombe Boulevard, Houston, TX 77030 for recycling opportunities. Both Executive Order 14057 �Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability� and the Department of Veteran Affairs� Sustainability Plan specifically outline waste diversion goals.� The purpose of these audits is to help the Veteran Health Administration determine the most cost-effective methods to manage recycling materials, develop strategies to minimize waste generated in its facilities, established a realistic and obtainable diversion rate, and verify vendor collection data regarding recycled material collected. These studies will also be used to determine the feasibility of recycling these materials based on the regional market demand, and to generate estimated cost for recycling. Any firm that believes it can fully provide the stated capability to fully meet the requirement is invited to submit a written notification to the Contracting Officer within fifteen (15) calendar days from the date of the publication of this notice.� Supporting evidence must be furnished in sufficient detail to demonstrate the firm�s ability to provide the stated capability and level of experience.� Such evidence must include demonstrated experience directly related to the requirement noted herein, and not be simply parroting the requirement information stated herein.� Information can be sent to the Contract Specialist at michael.collins7@va.gov.� No telephone or facsimile requests will be accepted. �Responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.� If no responses are received, VA will proceed with the sole source contract. 1. Contracting Activity: Acquisition Service 2 Strategic Acquisition Center�Frederick (SAC-F) U.S. Department of Veterans Affairs 5202 Presidents Court, Suite 103 Frederick, MD 21703 Requiring Activity: VA Veteran�s Health Administration, Environmental Programs Service 2. Description of the Action: This activity proposes to award a six (6) month non-competitive sole source award with MidAtlantic Solid Waste Consultants, LLC, a verified Small Business, for professional support services to provide Subject Matter Expert (SME) Level Consulting Services for developing a Waste Diversion Study.� The written Waste Diversion Report shall include, but is not limited to, development of a Waste Diversion Study which provides information on waste stream, disposal options and implementation recommendations for improving existing recycling programs, cost effective methods to manage recycling materials, provide strategies to minimize waste, collect data regarding waste materials and determine feasibility of recycling materials based upon regional market demand and develop a cost for recycling.� The Contractor shall provide separate reports for both the James H. Quillen VA Medical Center and Michael E. DeBakey VA Medical Center. The place of performance will be primarily performed at the contractor�s facilities and at the aforementioned VA Medical Facilities. 3. Description of Supplies/Services In order to effectively manage wastes from the James H. Quillen VA Medical Center and Michael E. The James H. Quillen VA Medical Center has a gross square footage (SF) of approximately 1.2 million square feet and 240-acre campus (counting National Cemetery).� The Michael E. DeBakey VA Medical Center has a gross square footage (SF) of 2.2 million square feet and 118-acre campus Both medical centers have an existing comingled/single stream recycling program. The facility aims to recycle all plastics including hard plastics (2,3, 4,5 & 6), except for plastic bags; mixed paper; cardboard; metals including aluminum, copper, brass and steel cans; food waste, glass, Styrofoam, and wooden pallets. These materials are transferred from areas within the hospital to the loading dock for collection.� The Performance Work Statement (PWS) for this requirement includes the resources necessary for the VA Environmental Service Program to needs to attain better knowledge of current recycling efforts at the facility by conducting a waste survey with an emphasis on recyclable, including generation levels and waste diversion practices, identify efficient methods for collection, storage and transfer of recycled material as well as recommend staffing levels for execution of this function in the recycling program and determine a realistic and attainable diversion rate which is based on the types and amount of each recyclable generated; the staff time and storage space available to collect and hold recyclables prior to shipment; and the logistics and cost to transport recyclable type to the nearest Material Recovery Facility (MRF). �4. Authority Cited: This acquisition is conducted pursuant to statutory authority of 41 United States Code (U.S.C.) 253(c)(1) as set forth in Federal Acquisition Regulation (FAR) 6.302- 1(a)(2) � Only One Responsible source and No Other Supplies or Services Will Satisfy Agency Require. 5. Reason for Authority Cited: IAW FAR 13.501� Special Documentation Requirements, the Government has performed market research including a Request for Information (RFI)/Sources Sought Notice (SSN) which was posted 06 MAR 2023, closing 15 MAR 2023 on www.SAM.gov. Of the responses, only one source, MidAtlantic Solid Waste Consultants, LLC, was shown to be fully capable of providing the required services. No other sources that responded were determined capable to meet the requirements.
