- Attached is Amendment 3.�� ************************************************************************************************************************************ Attached is Amendment 2 to the solicitation.� I have included two attachments: Attachment 1:�Attachment U - FRA SubKPlan Format_FINAL Attachment 2:�ATIP Amended RFP ************************************************************************************************************************************* Please see the attached responses to questions.� An amendment reflecting these responses will be posted next week. ************************************************************************************************************************************** Please note that the deadline for proposals has been extended to 8:00 am on September 19, 2022.� An amendment addressing the deadline, and questions submitted, is forthcoming. ************************************************************************************************************************************** Please see the attached Amendment 1.� Proposals are due 11:30 am on September 9, 2022. Questions regarding the solicitation are due 11:30 am on August 25, 2022. *************************************************************************************************************************************** Solicitation No. 693JJ622R000001 In accordance, FAR 12.6, the following information is submitted: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number for this announcement is 693JJ622R000001 and it is issued as a request for proposals (RFP). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. (iv) The North American Industry Classification System (NAICS) Code for this procurement is 541330 with a size standard of $22.5 million. This is not a small business set aside. (v) Contract line items are found on pages 2-31 of the attached Request for Proposals (RFP). (vi) The general description of the service to be required is found on page 6 of the PWS. (vii) The place of delivery is 1200 New Jersey Avenue, SE, Washington, DC 20590. (viii) 52.212-1 Instructions to Offerors�Commercial, applies to this acquisition. (viv) 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services applies to this acquisition.� Offerors shall include a completed copy of the provision 52.212-3, Offeror Representation and Certifications�Commercial Items. However, if the Representations are available via the www.sam.gov portal, the vendor need not include them with the proposal. (x) 52.212-4, Contract Terms and Conditions�Commercial Items, applies to this procurement. (xi) 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders applies to this order and the specific clauses can be found on pages� 61-74. (xii) In accordance with FAR 12.302, the FAR Clause at 52.212-1 is tailored to include addendum 1 below: The proposal acceptance period is 180 days after the date set for receipt of proposals.� The Government anticipates issuing two or more contracts with a base and four options years. The contracts issued under this contract are hybrid Firm Fixed Price and Time-and-Materials contracts.�� (xiii) Additional contract terms and conditions are found in the solicitation document. (xiv) There is no Defense Priority and Allocation System (DPAS) rating assigned to this procurement. Interested parties capable of providing the specified services shall prepare their proposal in accordance with the attached solicitation and submit to Matthew Carr, at ATIP2022@dot.gov. This procurement is unrestricted.� Award will be made on a best value basis. Vendors are encouraged to direct any questions by e-mail to ATIP2022@dot.gov. No telephone inquiries will be accepted. Questions regarding this synopsis/solicitation shall be submitted to the email address above no later than Thursday, August 25, 2022 at 11:30 AM EST. Any questions received after this time/date may or may not be answered due to time constraints of this combined synopsis/solicitation. Proposals are due Thursday September 9, at 11:30 PM EST and should be submitted via email to Matthew Carr at the address above. Partial proposals will not be accepted for this requirement.
