Description
Pre-Solicitation Notice Repair Base Perimeter Fence NAICS Code: 238990 � All Other Specialty Trade Contractors The USPFO for Wyoming intends to issue a Request for Proposals (RFP) to award a single firm fixed- price contract for a two (2) phase design build project to replace 2,820 linear feet of northern perimeter fencing. Replace two main entrance vehicle gates and install drop arm barriers at vehicle gates. Contractor is to remove and properly dispose of old fencing, gates, and hardware. The magnitude of this project is between $250,000 and $500,000. Construction/contract completion time is 365 days after notice to proceed to include inspection and punch list.� Two Phase Design-Build selection procedures will be used for this requirement.� Evaluation methodology for the two phase approach consists of the following factors:� Phase 1 - Team Experience, Conceptual Technical Approach, and Past Performance; Phase 2 - Detailed Technical Approach, and Price.� The North American Industry Classification System (NAICS) code for this work is 238990. The small business size standard is $16.5 million. This action is being procured on an Small Business HubZone set-aside basis. The HUBZone preference IAW FAR 19.1307 applies. The tentative date for issuing the solicitation is on or about 26 January 2023. The tentative date for the pre-proposal conference is on or about 2 February 2023, 9:00AM local time at the 153rd Civil Engineering Squadron. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. All questions for the pre-proposal conference must be submitted by 8 February 2023 via email to christopher.davalos.1@us.af.mil and kristopher.kahle@us.af.mil. The solicitation closing date is scheduled for on or about 23 February 2023 for Phase 1 proposals.� �Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, Source Selection Procedures. Evaluation factors include Past Performance and Price. The Government intends to award without discussions.� Phase 1 will consist of three (3) factors: (1) Team Experience, (2) Conceptual Technical Approach, and (3) Past Performance. Factors 1 through 3 are sorted are in descending order of importance. Factor 1, Team Experience, is more important than Factor 2, Conceptual Technical Approach, which is more important than Factor 3, Past Performance. The Government may evaluate Phase 1 proposals as submitted, without conducting exchanges. Offerors should not assume that they will have an opportunity to clarify or correct anything in their proposal after submitting it in response to Phase 1. Up to five (5) of the most highly qualified Offerors who submit a proposal in Phase 1 may be invited to submit proposals for Phase 2, where they will submit a technical and price proposal. Offerors must receive minimum ratings of �Acceptable� for all Factors 1, 2, and 3 to move on to Phase 2 for further consideration. Phase 2 will consist of two (2) factors: (1) Detailed Technical Approach, and (2) Price. Factor 1, Detailed Technical Approach, is approximately equal to Factor 2, Price. Final selection will be based on the best overall proposal in Phase 2 that is determined to be the best value to the Government, with appropriate consideration given to the technical and price proposals. To receive consideration for award, a rating of no less than �Acceptable� on the technical factor must be achieved. Offerors are cautioned that award may not necessarily be made to the lowest priced offeror. Interested offerors must be registered in the System for Award Management (SAM). To register go to www.sam.gov. Instructions for registering are on the web page (there is no fee for registration). The solicitation and associated information and the plans and specifications will be available only from the Contract Opportunities page at SAM.gov. This solicitation is not an invitation for bids and there will not be a formal public bid opening. All inquiries must be in writing, preferably via email to the persons specified in the solicitation.
