Description
The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center � Pacific requires replacement/spare Northern Lights M673L3.G Marine Generators for the NOAA ship Rainier. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN2120-23-00590 is issued as a firm, fixed-price, commercial request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01. (iv) The NAICS code for this acquisition is 335312 � Motor and Generator Manufacturing. This is an open-market solicitation set aside exclusively for small businesses (<1,250 employees). (v) Line items are as follows: CLIN 0001:������ Two (2) Northern Lights 6KW M673L3.G Marine Generators, 60Hz, 1800rpm, with accessories for each listed below. (vi) Description of requirements for the items to be acquired:� ����������� Northern Lights 6KW M673L3.G Marine Generators, qty: Two ����������� Each unit shall include one (1) each of the following: ����������� 06-08050 Sound Enclosure, gem Series Super Attenuated ����������� 22-45601 Y*Harness (For 2nd Control Panel Use) ����������� 22-45620 20ft Harness Extension (Additional) ����������� 33-88002 Compound Mounts ����������� 38-08015 Spare Parts Kits -Standard ����������� Digital and paper copy of installation procedures � � � � �� �Digital and paper copy of service manual ����������� Digital and paper copy of operator�s manual � � � � � � Digital and paper copy of recommended parts list See Statement of Need for additional details. This is a brand name requirement solicitation. No other brand or equivalent products will be considered. Vendors must be authorized to sell or distribute Northern Lights Generators and products. Quotes shall include applicable freight costs to the destination (FOB Destination). Items will need to be palletized in order to facilitate handling via forklift. (vii) Vendors will need to qualify as small businesses under the assigned NAICS code. The Buy American Act applies to this solicitation (it was confirmed with the manufacturer that these products meet the Domestic Content Test � see FAR 52.225-1). (vii) Date(s) and place(s) of performance and acceptance. Period of Performance: Date of delivery: 06/06/2023 (or as soon as possible) NOAA MO Small Boat Program NOAA Marine Center Pacific 2002 SE Marine Science Drive Newport, OR 97365 (viii) The provision at 52.212-1, Instructions to Offerors�Commercial, applies to this acquisition without addenda. (ix) The provision at 52.212-2, Evaluation�Commercial Items, applies to this acquisition.� Please see attached Terms and Conditions for specific evaluation criteria. It is the contractor�s responsibility to request and receive confirmation of receipt of quotes. Potential offerors will need to ensure they are registered and current in System for Award Management at the time of quote submission. Offerors will also need to ensure their SAM registration accurately reflects their business size. Submitted offers will need to be complete and meet all evaluation criteria as listed under 52.212-2 in the Solicitation Terms and Conditions. Incomplete offers do not warrant consideration.
