Description

This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with BioinfoRX Inc. for BioinfoRX�s mLIMS laboratory management system. The National Institute of Allergy and Infectious Diseases (NIAID)�s Comparative Medicine Branch (CMB), maintains 20,000 uniquely distinct cages in support of DIR Animal Study.� These cages need to be tracked on a daily basis to account for USDA requirements, housing allocations and holding charges. CMB maintains these cages in 7 distinct and separate buildings in Bethesda and Rockville and the inventory system must be available to over 200 users at any given time.� CMB is responsible for providing on time daily census and cage counts to the DIR scientific community and space, allocation and costing information to the NIAID Scientific Director for crucial space and resource decisions. Program requires a non-modular, non-RFID inventory and cage management system that can be hosted on a secure cloud and that is acceptable to the NIAID IT department specifications for its COTS IT programs. The items required are as follows: #MF001;mLIMS Facility (20,000+ Cages) #MC001;Facility Setup and Customization 40 hours of customization to include: Setup (10 hours, free) Cage Allocation (30 Hours) The Period of Performance: The overall period of performance is estimated to be 04/14/2023 to 07/13/2024. The onboarding timeframe will take approximately three months, and the estimated service period will be from 07/14/2023 to 07/13/2024. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR QUOTE.� All responsible sources that could provide comparable goods and/or services may submit a capability statement that will be considered by email subject line to reference NOI-NIAID-2163536 to Lu Chang at � by 4:00 PM eastern standard time 04/10/2023.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
