- Global Navigation Satellite Systems� (GNSS) Engineering Services MARKET SURVEY ANNOUNCEMENT Introduction & Purpose This market survey notice is a source sought for information ONLY to be used for preliminary planning purposes. This announcement is not a Screening Information Request (SIR) or Request for Proposal (RFP) and should not be treated as such. The FAA is not seeking proposals or accepting unsolicited proposals. This Market Survey aims to improve the �Government's understanding of the current marketplace by soliciting statements of capabilities from firms interested in providing GNSS Engineering and Technical Services required for analysis, modification, integration, and overall support of the WAAS program. Versatile systems engineering support and in-depth understanding of the WAAS architecture and integrity design are required for forecast contracted effort. The FAA requires senior systems engineering support for planned WAAS technical support and enhancement to Dual Frequency capabilities and dedicated technical engineering support to GNSS modernization. The vendor must possess an in-depth, thorough, comprehensive knowledge of WAAS corrections generation, processing threads, integrity design, and an analytical support capability for WAAS modifications. Detailed knowledge of GPS receiver signal processing and design, an equivalent understanding of GNSS measurement processing and integrity algorithms, and a mature GPS receiver and antenna test capability, including access to an anechoic chamber, are required. Additionally, the vendor shall have a demonstrated Radio Frequency (RF) interference survey, investigation capability, and participation in forums on RF interference and GNSS modernization. Integrating new Geostationary Earth Orbit (GEO) satellites into WAAS requires signal generation simulation and modeling knowledge. �The anticipated performance period for this contract will have a base period of two (2) years from the date of contract award with three (3) one-year option periods. Incumbent Contractor Zeta & Associates, located in Fairfax, Virginia is the incumbent vendor with contract 693KA8-18-C-00012 Nature of Competition An acquisition strategy for procurement has not been determined at this time; however, an unrestricted competition, a set-aside, or a single-source award will be chosen depending on the responses to this market survey. Standard Language Respondents to this Market Survey Announcement should note that: (a) This is not a Screening Information Request, Request for Proposal, or an obligation on the part of the FAA to acquire services of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; (d) Any costs associated with the market survey submittal is solely at the interested vendor�s expense; and (e) All vendors responding to this announcement are responsible for ensuring that documents submitted contain the appropriate proprietary marking. Submittal Requirements for Market Survey Interested parties must submit a Capability Statement addressing the areas itemized below.� Whenever a recent experience is requested, it will be limited to that experience that has occurred within the past five (5) years.� All responses (one per company) must include a transmittal letter on company letterhead. Respondents may not use a font size smaller than 12. The page limitation is 15 pages, single-spaced. �Responses containing only company brochures, catalogs, or other types of generic information will not be considered. Respondents must clearly mark any proprietary or sensitive information should with appropriate restrictive language. A brief description of the company�s business size, location, and business status, i.e., large, small, women-owned, etc. Recommendation and justification for an alternate North American Industry Classification System code, if applicable. The proposed NAICS code is 334519, Other Measuring and Controlling Device Manufacturing. Does your company have knowledge of, and experience with, the design, and integrity analysis to include hazardously misleading information analysis and operations of the FAA�s WAAS and ground-based augmentation system? If yes, provide details outlining your specific knowledge and experience in each area indicated. Does your company have experience with algorithm development for differential GPS applications, including applications using L1 C/A and L5 civilian signals? Algorithms of interest are for processing of GPS measurement observations for corrections generation and/or signal in space generation to support satellite-based augmentation systems GEO ranging capability. Describe your company�s existing abilities for RF interference surveys for GPS applications. Provide a description of the NAS impacts and vulnerabilities to intentional and unintentional interference. Specifically, provide systems or activities your company has developed or used for the purposes of investigating GPS RF environments and state whether the capability is ready for utilization on at the start of any awarded contractual effort. Does your company have existing facilities and equipment capable of performing GPS receiver performance characterization testing for GPS L1 C/A, L1C, L2 P(Y) and L5 signals? (Characterization in this context means determination of RF interference susceptibility, multipath and range domain performance.) If yes, provide details of the laboratory environment (including equipment), recent examples of receiver characterization efforts and whether this capability is available for use on Day One of this effort. Does your company have existing facility and personnel with secret security clearances available to the GNSS Program Office for GPS receiver testing and systems engineering support? Does your company have experience in the acquisition and integration of ranging capable geostationary satellites into satellite-based augmentation systems? Does your company participate in industry forums related to GNSS modernization and the development of aviation standards? �Describe potential risks and areas of specific concern with potential mitigation, where applicable.
