- Description
- The United States (U.S.) Army Contracting Command-Rock Island (ACC-RI), on behalf of the Project Manager Combat Ammunition Systems and the Product Director Special Ammunition and Weapon Systems, is conducting market research to identify potential sources to deliver artillery munitions (primers, propellent systems, high explosive projectiles, and fuzes). The purpose of this market research is to obtain current information on sources for these munitions and ability to deliver starting June 2023. The U.S. Army is interested in artillery munitions for all Standard and Non-Standard 105mm, 122mm, 152mm, and 155mm calibers. Non-Standard Munitions are defined as ammunition that is not U.S. Army Safety Tested, Type Classified or Materiel Released and built to a Non-U.S. Technical Data Package (TDPs). A response to this market survey should show adequate technical and manufacturing capability to deliver the above mentioned munitions, separately for each munition. The respondent should describe in detail what weapon systems the munitions are compatible with and the availability of the components and/or end items. If a respondent does not have adequate resources (technical, manufacturing, personnel, testing including availability of range(s) and weapon(s) etc.) available, the respondent must be able to demonstrate its ability to obtain those resources. To be considered for this effort, interested parties must provide the information requested below. If a respondent is providing information for multiple items within this announcement, the response shall contain separate assessments for each munition. a) A summary that includes a brief description of the contractor's capabilities to include description of facilities/equipment, personnel, manufacturing process, inspection capabilities and how they directly relate to the artillery munitions. b) A description of existing production capacity, projected monthly production, testing and delivery capability of a minimum of 3,500 Non-Standard Munitions and 5,000 - 10,000 or more Standard Munitions per month, with maximum monthly production capacities. These descriptions should be separate and stand-alone for each munition that industry is interested in offering. c) Evidence on the ability to deliver Non-Standard and/or Standard Artillery Munitions starting in June 2023 or earliest timeframe thereafter. d) Address if manufacturing resources are shared with other item/production lines (or companies) and identify the approximate amount shared. e) A description and schedule of any investment/facilitization that are ongoing or will be required to meet capacity. f) How the contractor plans to acquire all of the raw materials necessary to produce the ammunition with special emphasis on energetics. g) Customers, quantities and types of artillery ammunition / components that the contractor has delivered over the last 3 years.� TDPs will not be made available through this market survey. This market survey is being released for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the U.S. Government. All information submitted will be held in a confidential status. Interested firms should provide this requested information to ACC-RI Contract Specialist, George Lingris, at George.R.Lingris.civ@army.mil no later than 12:00 P.M. Eastern Daylight Time on Monday, May 1, 2023 by electronic mail.�Telephone inquiries will not be accepted. The U.S. Government will accept written questions by email. All information is to be submitted at no cost or obligation to the U.S. Government. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. Not responding to this Market Survey does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized through Contract Opportunities on SAM.gov. It is the responsibility of the potential Offerors to monitor this site for additional information pertaining to this requirement.
