Description
THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING PURPOSES ONLY. This notice is a market research tool being utilized to determine interest and capability of potential sources prior to issuing a formal solicitation, as the solicitation is not available at this time. This IS NOT a Request for Offerors or Proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract, nor does it restrict the Government to a particular acquisition approach. Therefore, all potential offerors, both LARGE and SMALL business are encouraged to respond. The North American Industry Classification System (NAICS) Code for the proposed acquisition is 561621 � Security Systems Services. The General Services Administration (GSA), Public Building Service (PBS), Acquisition Management Division (AMD) is seeking offerors who can provide all labor, materials, supervision, and tools necessary to perform the below tasks. rovide and install a wireless gunshot sensor system designed to detect indoor firearm discharges within its coverage area and report the specific location of the source(s). The Technology should provide building security personnel and other occupants with real-time gunshot detection information to assist with decision making and to facilitate rapid and accurate reporting to first responders. �The system should detect gunfire and immediately relay this information via floor plan map with shot location, text, e-mail, and other notification pathways to key personnel and building occupants, with no human interpretation required. ? Should be able to integrate with other systems such as video camera, access control, alarm/PA systems, Police/EMS, lighting, and mapping systems. ? Provide a minimum four wireless sensors for detection of shots. ? Provide a minimum of two LoRA wireless access points. ? Wireless/Battery-Powered and a Power-Over-Ethernet (PoE) sensor(s) should be offered for expanding the unit if users require it at a later time. ? Provide and install Shooter Detection software on the owner provided PC. ? Provide initial setup of the system with the assistance of tech support. ? Training of use of system ? Must have earned the Department of Homeland Security (DHS) SAFETY ACT (legal liability protections for providers of Qualified Anti-Terrorism Technologies - whether they are products or services.) ? System should have delivered a minimum of 99.9% detection rate or higher, without a single false alert ? All work must be completed by trade specific licensed personnel. After review of the responses to this announcement, the Government may proceed with the acquisition and a formal synopsis and solicitation announcement will be published. The Government�s intent is to solicit a Firm Fixed Price, Best Value Procurement. INTERESTED SOURCES SHOULD RESPOND NO LATER THAN:� April 14, at 1:00 PM Central Standard Time (CST) by providing the following information: a brief introduction into the company including business size and a description of relevant contract experience offered to the Government and/or commercial customers, a brief statement of capability, and a commercial brochure or other descriptive literature on their firm. Please limit responses to no more than 7 pages. � Include reference/subject line to read: Active Shooter Detection System: �Your introduction shall include: Name of the firm (include address, phone number, point of contact and email address) UEI number State if your company is a certified 8(a), Small Disadvantaged Business, Hub Zone Small Business, Woman Owned Small Business, or Service-Disabled Veteran Owned Small Business. Proof of Small Business Administration (SBA) registration, 8(a), and Hub Zone Small Business shall be provided with this response. Your Statement of Capability shall include any relevant commercial or Government experience providing all or part of these requirements. Responses to this source sought shall provide information that indicates the contractor has the experience to perform all work described above. Firms responding to this sources sought announcement, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought announcement.
