- The purpose of this effort is to consolidate and centralize the management of all NBIS software purchases under a single entity. The contractor will perform software asset management capabilities for the NBIS program for turn-key services of asset management, implementing an automated monitoring, inventory and management solution, as well as providing COTS licenses and subscriptions. This is consistent with the OMB Memo M-19-19 entitled �Update to Data Center Optimization Initiative� dated June 25, 2019. �This memo states that �Agencies should continue to replace manual collections and reporting of operational data as well as systems, software, and hardware inventory housed within data centers with automated monitoring, inventory, and management tools (e.g. Data Center Infrastructure Management (DCIM)�. While the NBIS is a cloud based system, and not a Data Center, current systems of record managed by the NBIS program are operated via DISA Data Centers. Currently, there is a high probability of identical products being purchased by separate NBIS end users on different vehicles, there is likely a duplication of costs, economies of scale are not being realized by combining products into one purchase for volume discounts, and monitoring of use of licenses is not being conducted which is likely resulting in over-purchasing of products. Awarding a single contracting vehicle that can centralize software asset management under one vehicle will enable oversight to include the ability to manage, track, monitor, maintain, acquire, and re-allocate software licenses for the entire NBIS program. It will also help to reduce duplicative purchases by separate NBIS entities and enable economies of scale by combining purchases of identical products into one purchase for volume discounts. Additionally, the tracking and monitoring of license usage will identify areas where cost savings can be achieved due to over purchasing of licenses. DCSA and NBIS currently do not possess the capability to perform these services in-house.� The current acquisition strategy is to award the software asset management solution contract to a qualified 8(a) Native Hawaiian Organization (NHO) with extensive experience in the software asset management space through an 8(a) direct award. Some portions of the attached justification were inadvertantly redacted due to Adobe PDF technical issues. The areas of the document where the text was redacted contained the anticipated awardee. This is the only reason these areas were redacted. Due to the document being finalized and the way the form was created, redacting the anticipated awardee's name also redacted the full section of the document where that information was contained.�
