- THIS IS A SOURCES SOUGHT NOTICE and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. This announcement is for information and planning purposes only and is not to be constructed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The U.S. Army Corps of Engineers, Honolulu District, requests letters of interest from PRIME CONTRACTORS interested in performing work on a potential Design-Bid-Build Construction for the FY22 MCA PN93668 Aviation Operations Units Building, Wheeler Army Airfield, Oahu, Hawaii. NO SOLICITATION IS CURRENTLY AVAILABLE. Project Description: This firm-fixed price, design-bid-build (DBB) project to construct an Aviation Unit Operations (AUO) Building to support two Attack Reconnaissance/Assault Battalions (AAB) of the 25th Combat Aviation Brigade (CAB) at Wheeler Army Airfield (WAAF), Hawaii. Work includes aviation operations, aviation company administrative space, aviation company readiness modules, information systems, fire protection and alarm systems, cybersecurity, seismic construction, special foundations, Intrusion Detection System (IDS) installation, and Energy Monitoring Control Systems (EMCS) connection. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. Supporting facilities include site development, utilities and connections, fire suppression systems, lighting, paving, parking, walks, curbs and gutters, storm drainage, landscaping, and signage. Air conditioning will be provided by stand-alone chillers adjacent to the site. Access for individuals with disabilities will be provided. Facilities will be designed in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02), which also includes standards on energy efficiencies, building envelope, and integrated building systems performance. Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. The AUO Building will be a standard rectangular building form approx. 66,400sf and two levels with the main entry located on the south side of the building facing the POV parking. Additional entrances are located on the north side facing the apron and ancillary entries located on the west and east sides of the building to facilitate movement between the operations spaces and the hangars. Concrete walkways and ramps will be provided at all entrances for ABA access. Flush curbs, level with the asphalt pavement, are located at the edge of the concrete sidewalks within the parking lot, at the driveway between the parking lot and the AUO Building, and at the edges of the landscaped areas will be constructed to assist with drainage. AUO Building will be located SW of the proposed FY21 2-25 AVN Hangar and set back 125� from the apron to meet the taxiway clearance requirements of the apron. AUO Building will be 60� from the hangar building, which is the minimum allowed by the UFC standards. The project will include the AUO Building, mechanical equipment enclosure, electrical equipment enclosure, parking lot, two (2) vehicle security gates and a pedestrian gate, and related site, utility, and landscape improvements. AUO building will connect to the FY20 parking apron taxi lane asphalt pavement to the north and the FY21 2-25 AVN Hangar to the east. Project magnitude is between $50M - $100M�� Interested PRIME CONTRACTORS shall submit the following: Narrative demonstrating vertical multilevel design-bid-build experience in a similar type of remote location with a limited footprint next to an existing building in a populated area. If the design-bid-build experience from paragraph a above was not in a remote location with a limited footprint next to an existing building in a populated, provide construction experience working at a location comparable in setting to Wheeler Army Airfield.� Bonding capability for a single contract action of at least $50M and aggregate of at least $100M by the interested prime contractor. UEI/CAGE CODE, Expiration date in SAM.GOV. Indicate whether your firm is a large business or small business. If your firm is a small business specify all applicable socio-economic categories per FAR PART 19. Interested Small Business Subcontractors should submit the following: Identify interested areas of work and provide a narrative demonstrating the experience that are similar in size, scope, complexity, and/or magnitude of the work performed. The size of the crew(s) available to perform work. Identify applicable socioeconomic category of HUBZone, Women Owned Small Business, Service Disabled Veteran Owned Small Business, or Small Disadvantaged Business UEI and CAGE CODE, Expiration date in SAM.GOV. Narratives shall be no longer than two (2) pages. Email responses are required. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE.
