- EGYPTIAN AIR FORCE HELWAN DEPOT ACTIVATION SUPPORT SERVICES SITE SURVEY/EVALUATION/ASSESSMENT PHASE I. Foreign Military Sales IAW Arms Export Control Act. AMENDMENT 0002:This combined Synopsis/Solicitation is hereby amended as follows:1.Incorporate Attachment 7 Questions and Answers Amendment 0002 FA823223R3006. 2. All questions regarding this combined synopsis/solicitation must be received by the contracting officer no later than 5 April 2023, 3:00 PM Mountain Day Time for consideration. 3.Offer due date and time is extended to 12 April 2023, 3:00 PM Mountain Day Time (MDT).AMENDMENT 0001: This combined Synopsis/Solicitation is hereby amended as follows: 1. Incorporate Attachment 6 Questions and Answers Amendment 0001 FA823223R3006.2. Attachment 3- Provisions and Clauses FA823223R3006 is replaced with Attachment 3 Amendment 0001 Provisions and Clauses FA823223R3006. FAR clause 52.219-9 Alternate IV has been removed from the original document.3. Attachment 5 CDRLs DD1423 Exhibit A is replaced with Attachment 5 Amendment 0001 CDRLs DD1423 Exhibit A. Data deliverable due date updated on CDRLs A001 and reference on A005 updated. 3. Offer due date and time remains unchanged. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The purpose of this effort is to complete a site survey that includes analysis, evaluation, and final report of all identified equipment and machinery at Egyptian Air Force Helwan Depot shops as identified in the attached Performance Work Statement (PWS) and PWS Appendix A, and provide a detailed report of required logistical support, identify engineering needs, and identify technical support services necessary to restore the Helwan depot, and to bring all associated equipment to a fully functional depot that meets the EAF F-16 depot operational mission requirements. See attached PWS and associated documents for full description of requirements. PWS is currently restricted to US contractors. Foreign owned firms are advised to contact the contracting officer before submitting a proposal to determine whether there are restrictions on receiving an award.
