Description
This notice, in accordance with Federal Acquisition Regulation (FAR) 5.207, is posted by the National Oceanic and Atmospheric Administration (NOAA), Corporate Services Acquisition Division (CSAD), to announce the issuance of a Request for Proposal (RFP) for the�Professional, Scientific, and Technical Services (ProTech)�2.0 Fisheries Domain. The ProTech 2.0 Fisheries Domain is a Multiple Award (MA), Indefinite-Delivery, Indefinite-Quantity (IDIQ) total small business set-aside solicitation. The ProTech services solution is a suite of MA IDIQ contracts consisting of four Domains: Satellite, Fisheries, Oceans, and Weather. These Domains provide resources in support of the National Oceanic and Atmospheric Administration (NOAA) to include its Line and Staff Offices. Where applicable, the contracts may also be used by other Bureaus within the Department of Commerce (DOC).The ceiling dollar amount for all orders under all ProTech Domains is $8,000,000,000. For more information about ProTech, please visist�https://www.protechservices.noaa.gov/. Each Domain has its own IDIQ contract with multiple awards. This solicitation will provide professional, scientific, and�technical services to the Fisheries Domain. The services provided under ProTech 2.0 Fisheries will support sites worldwide, which include, but may not be limited to, Alaska, Greater Atlantic, Pacific Islands, Southeast and Caribbean, and West Coast Regions with varied requirements and surge requirements. The suite of resulting contracts for this Domain is intended to satisfy the need for professional, technical, and scientific services to support the stewardship of the nation's ocean resources and their habitat. NOAA Fisheries provides vital services for the nation, all backed by sound science and an ecosystem-based approach to management: productive and sustainable fisheries, safe sources of seafood, recovery and conservation of protected resources, and healthy ecosystems.� Ordering Period: The ordering period of ProTech 2.0 Fisheries is a five-year base period and one five-year option period, for a total of 10 years,�if the option is exercised. Once the ProTech 2.0 Fisheries IDIQ is awarded, task orders will be issued and awarded in accordance with FAR 16.505 procedures. North American Industry Classification System (NAICS) Code: The assigned NAICS code for this acquisition is 541990 - All Other Professional, Scientific, and Technical Services, with a size standard of $16.5M. � Other: Offerors are responsible for downloading the solicitation and for monitoring SAM for amendments or additional information. All questions regarding the solicitation shall follow the directions outlined within the RFP Section L.8.1. Amendment 1:�This Amendment makes public the Questions received from Industry pertaining to this RFP and the Government's Answers. The subsequent revisions to the RFP have been applied and highlighted in yellow. The initially omitted Section A attachments (SF33 & subsequent SF30) are included within this Amendment. Additionally, Tab 2 of the Attachment J-4 has been retitled. Only those files outlined here are included within the .zip file of this Amendment 1 entitled ""AMD 1_ProTech 2.0 Fisheries RFP_23March 2023.zip."" All other attachments remain applicable to this RFP and have not been revised.� Amendment 2:�This Amendment updates the proposals due date from 5 April 2023 to 12 April 2023. Additionally, ProTech.Fisheries@noaa.gov has been added to the proposal recipient email addresses. The revised RFP dated 24 March 2023 is attached to this Amendment 2.�All other attachments remain applicable to this RFP and have not been further revised.� Amendment 3:�This revises the Questions & Answers posted in association with Amendment 1, inclusive of clarifying questions received from Industry. The revised RFP dated 3 April 2023 is attached to this Amendment 3, as well as SF30s for both Amendments 2 & 3.�All other attachments remain applicable to this RFP and have not been further revised.�
