Description
THIS IS A PRESOLICITATION NOTICE ONLY. The Government anticipates a FFP contract.�The proposed solicitation will contain provisions for a 12-month base period plus two (2) 12-month option periods, to be exercised at the Government�s discretion. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. The solicitation is expected be posted on sam.gov on or around 7 April 2023. All offerors are required to register in the System for Award Management (SAM) database in accordance with FAR 52.204-7(b)(1). It will take approximately 12-15 business days after a contractor submits the required information for the SAM account to become active and the contractor to be registered. Contractors are required to be registered in SAM when submitting a quote, and shall continue to be registered until time of award, during performance, and through final payment of any contract. LACK OF REGISTRATION IN THE SAM DATABASE PRIOR TO THE SOLICITATION DUE DATE WILL MAKE THE OFFEROR INELIGIBLE FOR AWARD. The website address for the SAM database is: https://www.sam.gov. Note: Registration in SAM is Free. DESCRIPTION OF REQUIREMENT:� Marine Corps Base Hawaii (MCBH) Kaneohe Bay, VMU-3, requires Chase aircraft Support Services (Chase) overhead MCBH or within MCBH�s airspace at scheduled Remotely Piloted Aircraft (RPA) takeoff and landing. Chase will accompany RPA as outlined in the Performance Work Statement (PWS). After initial RPA takeoff, chase shall accompany the RPA and transit to working airspace via the guidelines set forth within the current Aircraft Access Authorization (AAA) and current Memorandum of Understanding (MOU). Chase must be able to communicate on two separate frequencies. One frequency shall be set to RPA inter-plane and the other to assigned ATC agencies. Chase shall follow the RPA to the surroundings of working airspace W-189B and return to base after RPA enters working airspace. The chase aircraft and crew shall be on standby until RTB time, or until notified to return prior to scheduled return. Chase shall coordinate with the VMU-3 Operations Duty Officer (ODO) in order to report to the outside of working airspace 10 minutes prior to scheduled handover time. RPA and Chase shall coordinate for the rejoin, and Chase shall then follow the RPA back to MCBH and return to base after the RPA enters the VFR traffic pattern.�
