- NASA Gateway Logistics Services 2022 On-Ramp RFI Description The National Aeronautics and Space Administration (NASA) Gateway Logistics Services �(GLS) Request for Proposal (RFP) (80KSC019R0002 https://sam.gov/opp/ebc79e378b0ce146e91f81c121eb5668/view) was issued on October 23, 2018, and remains open for a period of seventeen years from the effective date through use of an on-ramp provision found in Section 2, Clause 2.2.24. The GLS contract�s ordering period remains valid through March 24, 2032. The on-ramp clause states, the Government will accept proposals from new launch service providers for Indefinite Delivery Indefinite Quantity (IDIQ) contracts and proposals from existing IDIQ contractors for additional launch services via synopsis. The NASA John F. Kennedy Space Center (KSC) Office of Procurement is reactiving the RFI to include the updated GLS requirements.�The requirements are EAR 99, to receive the updated requirements, contact the CO to demonstrate US citizenship IAW EAR requirements. Once proof of citizenship is provided, the updated GLS requirements document(s) will be provided via Box.� This notice is not to be construed as a formal Request for Quotation (RFQ) or Proposal (RFP) (solicitation) by the Government, nor will the Government pay for the information submitted.� Submission Instructions No response requested. This is posted for informational purposes only.� Those companies who wish to receive the updated GLS requirements are asked to submit a written request to the Contracting Officer, Jennifer O�Neill, at Jennifer.L.Dorsey@nasa.gov NLT April 30, 2023, at 3:00 pm local time (Eastern). Proof of US Citizenship is required. Upon receipt of US Citizenship documentation, the updated GLS requirements document will be sent via Box link. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it and any related documents, will only be issued electronically. They would be accessed and downloaded at sam.gov website. It is the responsibility of potential offerors to monitor these sites for the release of any additional information pertaining to this notice and download their own copy of any resulting solicitation and amendments (if any). Gateway Logistics Services Capabilities The Gateway is an assembly of elements situated in a Near Rectilinear Halo Orbit (NRHO), with capabilities to advance and sustain global human space exploration goals. It will serve as a unifying catalyst for establishing an architecture for human deep space operations, lunar surface access, and missions to Mars. The Gateway will begin a new era of space science, providing unique options for Earth science, heliophysics, lunar and planetary sciences, life sciences, astrophysics, and fundamental physics investigations by allowing extended views of the Earth, Sun, Moon, and space not possible from Earth�s surface or from Earth orbit. The Logistics Service is the supply chain element of the Artemis architecture; it enables human exploration on and around the Moon by delivering pressurized and unpressurized cargo into NRHO to resupply the Gateway. The Logistics Service can also be tasked with the delivery of other elements of the lunar architecture, such as a robotic arm system. The Logistics Services will include systems for guidance and navigation, power generation, propulsion, thermal control, and execution of rendezvous and proximity operations to dock with the Gateway�s International Docking System Specification (IDSS) compatible docking ports. Once docked, the Logistics Service will be used by crew primarily for storage and retrieval of cargo and payloads and stowage of trash for post-mission disposal. The Logistics Service will provide a comfortable and safe environment for the crew while they perform cargo and trash operations within. After up to one year of docked operations, the Logistics Service will depart the Gateway to remove trash and enter the disposal and decommissioning phase of its mission. NASA requires the Logistics Service to provide interior volume for storage and manipulation of pressurized cargo, consumables, payloads, external mounting structures, and services for delivery of both robotically compatible and fixed unpressurized cargo and payloads to the Gateway (hereinafter referred to as �cargo�). Cargo includes both NASA cargo and NASA-sponsored cargo. Contractor provided non-NASA cargo may also be included. NASA will provide pressurized cargo to the Contractor including packing materials such as bags, however the Contractor may also propose to accommodate packing of NASA provided pressurized cargo per their unique solutions. NASA will provide access to detailed design information to GLS awardees, as required, for components associated with the Gateway and Logistics Services interfaces. This includes hardware drawings, acceptance test procedures, test equipment designs and data for the Contractor�s use in procuring these items. The Contractor will be required to perform all tasks necessary to ensure safe and reliable cargo integration and transportation to and from the Gateway, as well as other potential destinations. Public Law 105-303, 51 U.S.C. 50131, states that the Federal Government shall acquire space transportation services (including but not limited to launch vehicles and the logistics module) from United States commercial providers whenever such services are required in the course of its activities. Accordingly, this procurement will consider domestic sources only.
