- NASA Gateway Logistics Services 2022 On-Ramp RFI Description The National Aeronautics and Space Administration (NASA) Gateway Logistics Services �(GLS) Request for Proposal (RFP) (80KSC019R0002 https://sam.gov/opp/ebc79e378b0ce146e91f81c121eb5668/view) was issued on October 23, 2018, and remains open for a period of seventeen years from the effective date through use of an on-ramp provision found in Section 2, Clause 2.2.24. The GLS contract�s ordering period remains valid through March 24, 2032. The on-ramp clause states, the Government will accept proposals from new launch service providers for Indefinite Delivery Indefinite Quantity (IDIQ) contracts and proposals from existing IDIQ contractors for additional launch services via synopsis. The NASA John F. Kennedy Space Center (KSC) Office of Procurement is seeking information from all sources with the capabilities and experience to provide the requirements described in this Request for Information (RFI). The market research information gathered from this RFI will be used in determining whether to conduct an on-ramp in 2022. �Information submitted in response to this RFI will also be used by NASA in the determination of the final content of any future solicitation(s). A determination by the Government not to proceed with an on-ramp, based upon responses to this notice, other market research, or other information pertinent to this acquisition, is solely within the discretion of the Government. Respondents will NOT be notified of the results of the analysis of submissions received. This notice is issued by NASA KSC to solicit information from interested parties. The notice is for information and planning purposes, to request feedback, and to promote competition. This notice is not to be construed as a formal Request for Quotation (RFQ) or Proposal (RFP) (solicitation) by the Government, nor will the Government pay for the information submitted in response. Responses to this RFI are not offers and cannot be accepted by NASA to form a binding contract. NASA may not respond to questions/concerns submitted; however, NASA will consider information provided when determining its strategy. Submission Instructions Those companies who wish to express an interest to this RFI are asked to submit a written response to the questions below. Responses to this RFI shall be submitted to the Contracting Officer, Jennifer O�Neill, at Jennifer.L.Dorsey@nasa.gov NLT May 31, 2022, at 3:00 pm local time (Eastern). NASA intends to hold a virtual Industry RFI Forum via WEBEX on April 20, 2022 at 11:00 AM ET to amplify key components of this RFI and address questions. To receive a link/connection information for this forum, NASA requests that companies submit registration information (participant name, company, email address) as well as any questions that they would like addressed during the event to Jennifer.L.Dorsey@nasa.gov no later than 12:00 PM ET on April 14, 2022. In addition, following the RFI Forum, companies are encouraged to contact NASA via email at Jennifer.L.Dorsey@nasa.gov to request a one-on-one meeting to make inquiries and provide feedback regarding the GLS on-ramp. Each company that requests a one-on-one meeting will be scheduled for a virtual meeting lasting no more than one hour. At NASA�s discretion, answers to questions and inputs will be provided in writing. Submission of any information in response to this notice is completely voluntary. Please note, NASA as well as support contractors and/or their sub-contractors working on behalf of the Government may be reviewing the information. Responses should be based on the material contained in this notice and any other relevant information the contractor thinks is appropriate. Comments or suggestions relevant to this requirement are welcome and may also be included in the response. Contractors are welcome to submit any additional documentation that may support their ability to comply with the Government�s requirement. The submission must adhere to the following guidelines for content length: 15 pages No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it and any related documents, will only be issued electronically. They would be accessed and downloaded at sam.gov website. It is the responsibility of potential offerors to monitor these sites for the release of any additional information pertaining to this notice and download their own copy of any resulting solicitation and amendments (if any). An ombudsman has been appointed in accordance with NFS 1852.215-84. Gateway Logistics Services Capabilities The Gateway is an assembly of elements situated in a Near Rectilinear Halo Orbit (NRHO), with capabilities to advance and sustain global human space exploration goals. It will serve as a unifying catalyst for establishing an architecture for human deep space operations, lunar surface access, and missions to Mars. The Gateway will begin a new era of space science, providing unique options for Earth science, heliophysics, lunar and planetary sciences, life sciences, astrophysics, and fundamental physics investigations by allowing extended views of the Earth, Sun, Moon, and space not possible from Earth�s surface or from Earth orbit. The Logistics Service is the supply chain element of the Artemis architecture; it enables human exploration on and around the Moon by delivering pressurized and unpressurized cargo into NRHO to resupply the Gateway. The Logistics Service can also be tasked with the delivery of other elements of the lunar architecture, such as a robotic arm system. The Logistics Services will include systems for guidance and navigation, power generation, propulsion, thermal control, and execution of rendezvous and proximity operations to dock with the Gateway�s International Docking System Specification (IDSS) compatible docking ports. Once docked, the Logistics Service will be used by crew primarily for storage and retrieval of cargo and payloads and stowage of trash for post-mission disposal. The Logistics Service will provide a comfortable and safe environment for the crew while they perform cargo and trash operations within. After up to one year of docked operations, the Logistics Service will depart the Gateway to remove trash and enter the disposal and decommissioning phase of its mission. NASA requires the Logistics Service to provide interior volume for storage and manipulation of pressurized cargo, consumables, payloads, external mounting structures, and services for delivery of both robotically compatible and fixed unpressurized cargo and payloads to the Gateway (hereinafter referred to as �cargo�). Cargo includes both NASA cargo and NASA-sponsored cargo. Contractor provided non-NASA cargo may also be included. NASA will provide pressurized cargo to the Contractor including packing materials such as bags, however the Contractor may also propose to accommodate packing of NASA provided pressurized cargo per their unique solutions. NASA will provide access to detailed design information to GLS awardees, as required, for components associated with the Gateway and Logistics Services interfaces. This includes hardware drawings, acceptance test procedures, test equipment designs and data for the Contractor�s use in procuring these items. The Contractor will be required to perform all tasks necessary to ensure safe and reliable cargo integration and transportation to and from the Gateway, as well as other potential destinations. Public Law 105-303, 51 U.S.C. 50131, states that the Federal Government shall acquire space transportation services (including but not limited to launch vehicles and the logistics module) from United States commercial providers whenever such services are required in the course of its activities. Accordingly, this procurement will consider domestic sources only. Questions Is your company interested in on-ramping to the GLS contract to provide Logistics Services as described in the original solicitation? Describe in detail your company�s capabilities, including a minimum and maximum range of cargo delivery capacity, optimized to your company�s capabilities, to provide Logistics Services. Describe significant development milestones necessary to demonstrate the capability as described in the original solicitation. �Provide a Rough Order of Magnitude (ROM) cost to support your anticipated solution.� If a solicitation is released, the Government anticipates that offerors exceeding the minimum pressurized and/or unpressurized upmass capabilities may be viewed more favorably. Describe new and/or innovative capabilities that your company may bring into service in the next five years that can significantly increase the pressurized and unpressurized cargo delivery capacity (mass and/or volume) while continuing to provide competitive pricing. If on-ramped, would your company be in a position to compete for the delivery of the Gateway External Robotic System (GERS) in the mid 2020�s as described in the original solicitation, Attachment 01, GLS SOW, Annex A. Provide a ROM cost and your anticipated solution. The Government recognizes outside the box solutions such as more than one launch to meet mission requirements. Provide alternative work plan(s) and milestone payment schedule(s) that offer mission solutions that minimize upfront costs to the Government for initial and standard Logistics Service missions. Since GLS solicitation release in 2019, are there are any pertinent and significant technical development activities, design reference missions, new/emerging product lines and/or partnerships that have allowed your company to reduce operating costs (design engineering/ hardware production)?� Does your company have any specific recommendations, best practices, innovative approaches and/or lessons learned that have proved to be successful in minimizing the cost impact of future/pending technical requirement changes? Given Deep Space Logistics vision to create a vibrant supply chain in deep space, please address the capabilities listed below that your company would be interested in providing. Describe in detail your company�s solution and provide a ROM cost to support your anticipated solution. other deep space destinations including cislunar orbits and lunar surface; a dedicated delivery tug capability; a rapid response delivery service; other potential delivery services/solutions
