Description
Combined Synopsis/Solicitation: The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center � Atlantic requires four (4) replacement Aluminum, Quick-Acting, Fire-Rated, Watertight doors for the NOAA ship Henry Bigelow. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN2120-23-00853 is issued as a firm, fixed-price, commercial request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01. (iv) The NAICS code for this acquisition is 332321 � Metal Window and Door Manufacturing. This solicitation is set aside exclusively for small businesses (<750 employees). (v) Line items are as follows: CLIN 0001:������ Four (4) Aluminum, quick-acting, fire-rated, watertight doors; Libra brand or equivalent (vi) Description of requirements for the items to be acquired:� The NOAA ship Henry Bigelow requires four (4) Aluminum, quick-acting, fire-rated (thermal insulated), watertight doors to replace existing doors that are in disrepair. The vessel is seeking Libra brand or an equivalent product. See Statement of Need for additional details. This is a brand name or equal solicitation. Products offered other than the brand name must conform to the following: (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- ����������� ����(i) Brand name, if any; and � � � � � � � �(ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (vii) Vendors will need to be able to obtain American Bureau of Shipping/Det Norsk Veritas type approval/certification on their doors. Approval can be sought prior to manufacture of the doors by sending technical drawings of the proposed door designs to ABS. ABS approval of the technical drawings will have to be verified by the government POC for this requirement. The doors will be a part of the watertight boundary on an ABS classed survey vessel. Vendors will need to demonstrate understanding of the requirement. Submission of pricing alone does not constitute understanding. The Buy American Act applies to this solicitation, so a foreign-made product would not be suitable for this requirement.� (vii) Date(s) and place(s) of performance and acceptance. Period of Performance: Date of delivery: 09/29/2023 NOAA Ship Henry Bigelow Naval Station Newport 47 Chandler Street Newport, RI 02841 (viii) The provision at 52.212-1, Instructions to Offerors�Commercial, applies to this acquisition without addenda. (ix) The provision at 52.212-2, Evaluation�Commercial Items, applies to this acquisition.� Please see attached Terms and Conditions for specific evaluation criteria. (x-xiii) See attached Terms and Conditions for Solicitation (xiv) Defense Priorities and Allocations System ratings are not applicable to this solicitation (xv) Offers are due 13-Apr-2023 at 1600 hours PDT. Offers can be submitted via email to: jason.jenks@noaa.gov. The government does not accept responsibility for non-receipt of quotes. It is the contractor�s responsibility to request and receive confirmation of receipt of quotes. Potential offerors will need to ensure they are registered and current in System for Award Management at the time of quote submission. Offerors will also need to ensure their SAM registration accurately reflects their business size. Submitted offers will need to be complete and meet all evaluation criteria as listed under 52.212-2 in the Solicitation Terms and Conditions. Incomplete offers do not warrant consideration. Quotes will need to be submitted on company letterhead, with the following information: Request for Quote (RFQ) Project Number: (NM-AN2120-23-00853) Company name, address, Unique Entity Identifier, and Cage Code Name, phone number, and email address of company official submitting package Pricing, delivered, for all products listed (FOB Destination) (xvi) For more information or inquiries regarding this solicitation, contact: jason.jenks@noaa.gov Federal Acquisition Regulations current with Federal Acquisition Circular #23-01 will be in effect for this procurement. Please see attached terms and conditions. Update:�28-Mar-2023: The Buy American Act (FAR 52.225-1) applies to this solicitation. There is no ""special"" exception or exemption for products made in Norway or other European countries. When the Buy American Act applies to a purchase, the product must be manufactured in the United States or meet the ""Domestic Content Test"". Products from European countries can be considered for solicitations where the potential value of the solicitation meets the dollar thresholds for Free Trade Agreement or WTO GPA Countries listed at FAR 25.402(b). That is not the case here - this solicitation does not have an expected value high enough to meet any of the Free Trade Agreement or WTO GPA thresholds.� Update: 03-Apr-2023 - This solicitation is being extended for five (5) days. Quotes are now due on 13-Apr-2023. Please note: Technical drawings of proposed doors will be requested for Engineering's review and approval.�
