Description
This Request for Information (RFI) is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with Federal Acquisition Regulation 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The purpose of this RFI is to obtain market information on capable sources of supply, industry practices, and input specific to the information provided. The Government is not responsible for any cost incurred by industry in furnishing this information. All costs associated with responding to this RFI will be solely at the interested party s expense. Not responding to this RFI does not preclude participation in any future Solicitation, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals or quotes, and therefore, will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. The information provided may be used by VA in developing its acquisition strategy and Performance Work Statement (PWS) or Product Description (PD). Interested parties are responsible for adequately marking proprietary, restricted, or competition sensitive information contained in their response. Product information, brochures, part numbers, and/or other description information may be included with the submission. VA is under no obligation to provide feedback to the RFI respondent, or to contact the RFI respondent for clarification of any information submitted as part of the response. VA is issuing this RFI to identify providers of an adaptive e-learning software platform that can satisfy the requirements as stated below and on the attached, plus be cloud-based and Federal Risk and Authorization Management Program certified. The e-learning platform shall provide comprehensive data collection, storage, and reporting capabilities to assist managers and leadership in strategic planning and resource management to improve clinical outcomes. The software platform must be a scalable tool that corrects learners misinformation and uncertainty. Benefits to the agency are improved clinical outcomes through professional education, courses utilized in place of existing competency assessments to eliminate duplicate work, administers both initial and ongoing education to assure information retention and confidence of staff, and the ability to integrate with the Talent Management System (TMS). The adaptive e-learning software platform must demonstrate that it has been tested and validated against existing Institute for Learning, Education, and Development (LEAD) Veterans Health Administration(VHA) Systems to include ILEAD Learning product design and development processes, certification of Section 508 accessibility standards, implementation through the TMS and data acquisition processes to support ongoing evaluation and reporting. Please see the attached DRAFT PD titled Adaptive Learning Software Licenses for additional requirements. Please also provide the following information with your response: 1) Product/Platform Name 2) Company Name 3) CAGE/UEI Number 4) Company Address 5) Point of contact name 6) Telephone number 7) Email address 8) For small business concerns, indicate whether at least 50 percent of the total amount paid by the Government will be paid to firms that are similarly situated.
