36C24823Q0916 SOURCES SOUGHT/MARKET RESEARCH Service: Deionized Water System Maintenance. This is a SOURCES SOUGHT NOTICE for market research purposes only to determine the availability of potential businesses with capabilities to provide Maintenance on the Deionized Water System at the Lee County VA Healthcare Center, 2489 Diplomat Highway East, Cape Coral, FL 33909; as described in the draft Scope of Work that is attached below. Potential quoters are invited to provide feedback via e-mail to John Hamilton at john.hamilton2@va.gov. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. The intended contract period of performance is One Base Year and 4 Option Years. Period of Performance to be determined. Potential quoters shall provide the following information to John Hamilton at john.hamilton2@va.gov. The Capabilities Statement for this sources sought is not expected to be Request for Quotations, Request for Proposals, or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company s ability to provide the services outlined in the draft Scope of Work below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The capabilities will be evaluated solely for the purpose of determining the acquisition strategy. Other than small businesses may respond to this notice in the event the market does not indicate small business interest. This Synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for the requested information. Respondents will not be notified of the results of the evaluation. Submission Instructions: Interested parties who consider themselves qualified to perform all of the services within the scope of work are invited to submit a response to this Sources Sought Notice by 12:00 PM Eastern Standard Time on April 10, 2023. All responses under this Sources Sought Notice must be emailed to john.hamilton2@va.gov, size limit is 5 MB. STATEMENT OF WORK DEIONIZED WATER SYSTEM MAINTENANCE Contractor shall provide all repair parts, preventive maintenance, and service for maintenance on two each (Lee County Clinic) Ameriwater Reverse Osmosis (RO) deionized water treatment systems in Sterile Processing Service (SPS) in the Central Energy Plant (CEP) Room #1B205, the Clinical Laboratory Room #1B113, and the Controlled Hydrodynamic Cavitation (CHC) system in the cooling tower yard. Contact includes filter changes, UV lamp changes, loop disinfect (except for CHC), labor, and repair parts. The vendor will also provide all filter tanks (cylinders), filters, media and replacement parts required to maintain the systems without disruption. MANUFACTURER: AMERIWATER MODEL: 00850234 SN: 9513593 MANUFACTURER: AMERIWATER MODEL: HCROS SN: 50020 Hours of coverage will be from 7:00 am through 5:00 pm Monday through Friday, excluding Federal Holidays (New Years Day, Martin Luther King Day, President s Day, Memorial Day, Juneteenth Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day). All work done outside the normal coverage time should be first approved through the Lee County Supervisory Engineering Technician at the Lee County Clinic. Preventive maintenance should be negotiated, during normal hours, at least one month in advance with the SPS Department and the Clinical Laboratory. Preventive maintenance will be done at the manufacturer s recommended frequency or greater. Hardware and software upgrades will be scheduled and performed during normal working hours, at no additional charge to the VA. These upgrades are those required for the correct function of the system; not those purchased to enhance function. The contractor will provide all hardware and software necessary for unscheduled repairs. The contractor s field service engineer will respond by phone within 2 hours and respond on site within 24 hours to correct the problem. Uptime requirements, excluding scheduled preventive maintenance, will be 97% of the normal working hours and working days during the term of the contract. All broken parts removed to repair the system, will become the property of the contractor. The Contractor shall be responsible for all routine maintenance and sampling and testing of the cooling tower water supported by the CHC system. The Contractor is responsible for all scheduled maintenance in accordance with manufacturers schedules for maintenance. All replacement parts for normal wear and tear items shall be covered by this contract (except for the Programmable Logic Controller (PLC) or screen for PLC). The contractor must have trained personnel within a 200-mile radius of Lee County VA Health Center, Florida, with an adequate spare parts inventory in some area office and proof of manufacturer s or equivalent maintenance training of field service personnel. Each scheduled and unscheduled visit will result in the production of a written report, by the contractor s representative, in a format negotiated between the VA and the contractor. The contractor will always contact the Contracting Officer Representative (COR), before and after arrival at the site.
