- RFI 36C24523Q0499 HIGHLY RELIABLE ORGANIZATION (HRO) TRAINING OUTWARD MINDSET DEVELOPMENTAL TRAINING The Veterans Health Administration is conducting this Sources Sought to identify contractors who possess capabilities to provide the services described in the Statement of Work below. As permitted by the FAR Part 10, this is a market research tool being utilized for the informational and planning purposes. Your responses will assist the Government in the development of its acquisition strategy. Response is strictly voluntary it is not mandatory to submit a response to this notice to participate in formal RFQ process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitation posted as a result of this sources sought notice. Respondents will not be notified of the results of the evaluation. We appreciate your interest and thank you in advance for responding to the sources sought. This service will be implemented using the North American Industry Classification System (NAICS) Code 611430. If a small business is interested in this procurement, they must provide at least 51 percent of the services rendered. NOTES All Capability Statements/Responses to this Sources Sought Notice shall be submitted via email only to tracy.dotson@va.gov. Telephone, Fax, or any other form of communication inquiries will not be reviewed or accepted. Responses to this Sources Sought Notice must be received no later than April 10, 2023 at 3:00 p.m. (Eastern Standard Time). This Sources Sought Notice may or may not assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued, it may or may not be announced at a later date, and all interested parties shall respond to that solicitation announcement separately from the responses to this Sources Sought Notice. All information received in response to this RFI that is marked a proprietary will be handled accordingly in accordance with (IAW) Federal Acquisition Regulation (FAR) 15.201(e), RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses incurred associated with responding to this RFI. STATEMENT OF WORK FOR Highly Reliable Organization (HRO) Training Outward Mindset Developmental Training VISN 5 Locations SCOPE: Contractor shall provide an Outward Mindset Developmental Training event via a secure on line format or at a location identified by the VISN 5 Network Office. The contractor s off-the-shelf training shall encompass the five Office of Personnel Management Executive Core Qualifications, which are Leading Change, Leading People, Results Driven, Business Acumen, and Building Coalitions. Initial training shall include VISN 5 Network Office leadership and program managers along with facility level leaders and service chiefs. Training shall include all associated course materials for the foundational course. Training materials shall be available for purchase on an as needed basis for all follow-on training provided to VISN 5 staff by VA trainers who are certified to provide Outward Mindset Developmental Training. Johnson VA Medical Center 1 Medical Center Drive Clarksburg WV 26301 Hershel ""Woody"" Williams VA Medical Center 1540 Spring Valley Drive Huntington WV 25704 Martinsburg VA Medical Center 510 Butler Avenue Martinsburg WV 25405 Washington DC VA Medical Center 50 Irving Street, NW Washington DC 20422 DEFINITIONS/ACRONYMS: Department of Veterans Affairs (VA) Contracting Officer's Representative (COR): A representative from the requiring activity appointed in writing by the Contracting Officer (CO) to perform surveillance and to act as liaison to the contractor. Veterans Integrated Service Network 5 (VISN 5): Healthcare network consisting of five VA hospitals within Maryland, West Virginia and the District of Columbia. GENERAL REQUIREMENTS: A. Introduction: The Department of Veterans Affairs and VISN 5 has a need to implement an outward mindset in its workforce with the end goal to establish a high reliability organization by improving the organizational culture and creating breakthrough performance in the workplace. Outward Mindset Developmental Training geared toward VISN 5 senior leaders, service chiefs and supervisors will help the VA and VISN to accomplish this goal. B. Place of Performance: The training event will take place virtually via a secure online platform provided by the vendor or at a location to be identified by the VISN 5 office. C. Background: VA is at a turning point and needs swift organization-wide change to reach the goals of providing high reliability, psychological safety, personalized, patient-driven, timely care to our Veterans. Through learning opportunities such as this, key leaders within VISN 5 will develop new behaviors to reach these goals. D. Performance Period: The performance period shall include a base and 4 option years. Services shall consist of an initial training event, materials and follow-on training on an as needed basis. E. Type of Contract: FSS Schedule Blanket Purchase Agreement (BPA) SPECIFIC REQUIREMENTS/TASKS AND ASSOCIATED DELIVERABLES The following is a list of the trainings, services and products which the VA can order under the BPA: Task 1: The contractor shall conduct training as specified below: The Contractor will provide one complete training event for up to 50 VISN 5 network office and facility leaders on Developing and Implementing and Outward Mindset Workshop (DIOM) (2-day program). Each participant will receive a certificate of successful completion of the DIOM workshop. The contractor may be requested to conduct training as listed below: Senior Management/ Pentad / Quad Executive Level Development: The contractor will provide access to the DIOM workshops virtually, delivered by a contractor facilitator. Service Chief Level Development: The contractor will provide access to the DIOM workshops virtually, delivered by a contractor facilitator. Manager/Front-line Supervisor Development: The contractor will provide the DIOM workshops virtually, delivered by a contractor facilitator. Train-the-Trainer course: The contractor will provide access, to qualified VISN 5 employees who have completed the DIOM workshop, training and all associated course materials for the Train-the-Trainer course. Training dates for the events must be submitted to the contractor on a valid order no later than 30 days before the proposed start date of the event. All training event costs shall be invoiced per person and include registration, course materials and shipping. Contractor Qualifications The training shall be conducted by an Outward Mindset Developmental Master Trainer who must provide a comprehensive, evidence-based curriculum for virtual and/or face-to-face Outward Mindset Developmental Training. The contractor shall pre-coordinate the selection of a contractor-employed Master Facilitator and provide a bio of the facilitator for VISN 5 files. For VISN 5 to utilize the curriculum effectively, the contractor must provide highly interactive and evidence-based instructor training to include associated course materials for both general instructions geared toward an audience of Service Chiefs. If requested by the VISN 5 Network Office or an affiliated medical center, a Train-the-Trainer course shall be designed and available to prepare VISN 5 qualified staff to implement the on-line or face-to-face Outward Mindset Developmental Training and consultation to all employees at Healthcare Systems throughout VISN 5. The end goal is to assist VISN 5 Service Chiefs, Supervisors and staff to develop and implement and outward mindset in the way they work and or lead others within their organization. Consultants shall demonstrate expansive knowledge of the accredited program. Consultants shall have background experience in representative work within a staff or leadership position. Consultants shall have a proven track record that demonstrates their ability to successfully facilitate the course and curriculum material through interactive dialog. Task 2: The contractor shall conduct a preparation telephone call to organizational leaders at least one week prior to the event if advanced preparation is required. These conversations shall prepare the organizational leader for the upcoming, virtual or on-site, workshop by clarifying organizational and personal goals for change (and identifying potential roadblocks), as well as guiding the organizational leader towards an implementation plan to follow the workshop with targeted actions and initiatives. Task 3: The contractor shall assist the Program Manager and/or Facilitator with preparing the invitation for course participants and opening remarks, as well as guiding the Program Manager and/or facilitator towards an implementation plan to follow the workshop with targeted actions and initiatives. Task 4: The following is a general description of the training materials and support services that the contractor will be required to provide during the life of the resulting BPA: The Contractor must: Provide all associated, comprehensive, evidence-based curriculum for a face-to-face and/or virtual version of Outward Mindset Developmental Training, to include the associated course materials for both the foundational course and the Train-the-Trainer course. All training material will become property of VA employee, once trained. Provide training material for each VA trained instructor who will then train VA employees. All training material will become property of the VA. Contractor must provide updated training material if there are changes to curriculum during the life of the contract. Provide a support team that will work with the VA-employed instructors/trainers during the lifetime of the contract, once instructors are trained. The team leader/consultant shall be available by telephone or email to assist with any pre-course or post-course questions. Response time requirement is within 24 hours after initial notification during regular work week and within 72 hours during holidays and weekends. Ship training materials to the specified VISN 5 facility within 15 days upon request of the COR or appointed Program Manager. The contractor shall be able to ship to any location within MD, WV or DC, specific locations will be provided on the task order level. Additional training option: If a VISN 5 Outward Mindset Developmental trainer is not available for a scheduled training event, the contractor will provide a Master Trainer no earlier than 30 days from the date of the request on a valid order, up to five (5) times per year for the length of the contract. The contractor shall be available to train at any VISN 5 facility listed above, as needed. Associated Travel costs will be included in the pre-priced Master Facilitator Daily Rate of each training event. VISN 8 will provide required materials for each participant. The Outward Mindset Developmental Training Course shall: Enable participants to understand the inward and outward mindsets; conduct self-assessments; learn techniques to move from an inward, self-serving mentality to an outward, collective benefiting mentality; work in a way that is more collaborative and effective; plan approaches to achieving individual, team and organizational objectives; learn strategies to eliminate and invite cross-functional collaboration. The agenda/schedule of events may be modified or adjusted to meet facility conditions/needs as they occur as long as those adjustments do not affect the ability to certify the participants and those adjustments occur within the scheduled three days of the Outward Mindset Developmental Training Facilitator Training Course. Any adjustments outside the three days may results in additional costs. Include a review of pertinent information, practices and documents. This review shall occur either in advance of the training or on the first day of the training. Some information, policies, and/or documents may be requested from the organization for review in advance of the on-site training. A list of required documents shall be provided upon acceptance of this quote. If the review occurs in advance of the training, the organization shall be expected to submit these documents to the contractor 3 days prior to the Outward Mindset Developmental Training Course. Include interviews/discussions to include an opening conference, orientation to the organization and interviews with organizational leaders and previously trained facilitators to review instructional information, delivery methods and documents to assess compliance with the curriculum standards. Provide individual and group education to provide an understanding of the standards and intents, and to identify best practices for achieving compliance. Include briefings and an exit conference with the organizational leaders and/or previous trained facilitators to identify areas of unsatisfactory trainee performance in the curriculum and recommendations for improvement. Government-furnished items and services: Meeting space, projector, screen, speakers and flip charts with markers will be provided. Travel Fees shall be included in the price quote.
