- 1. The purpose of this email is to identify Service Disabled Veterans Small business (SDVOSB) and Veteran Owned Small Business (VOSB), who are active in System for Award Management (SAM) https://www.sam.gov/ and certified in the Veterans Business ( VETCERT) /veterans.certify.sba.gov/ , In an effort to address Veterans Affairs (VA) mission requirements, VA Office of Business Oversight (OBO) has a monthly reporting requirement to develop, transform and report Treasury broker data as mandated by the Digital Accountability and Transparency (DATA) Act for the Department of Veterans Affairs. Under NAIC code 541513 Computer Facilities Management Services would be most appropriate for this RFI/ Sources Sought inquiry. 2. This request is for planning purposes only, and does not constitute a Request for Proposal, a Solicitation, a Request for Quote or, an indication that the Government will award a contract for the items contained in this RFI. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. 3. Respondents should identify their company name, address, email, telephone number and a name and telephone number of a point of contact having the authority and knowledge to clarify responses with government representatives. Please provide capability statements that relates to the scope of work and the task that VA expects to accomplish. 4. Submissions are due NO LATER THAN Wednesday, April 10, 2023 10:00am ET. Please send email response to: Cedric Jackson, cedric.jackson@va.gov and Todd Synder, todd.synder@va.gov. Please include Capabilities statements regarding your ability to provide the support. The VA is only interested in locating sources that meet the above criteria. This RFI notice is part of the Government's Market Research, a continuous process for obtaining the latest information from industry, with respect to their current and near-term abilities under NAIC code 541513 Computer Facilities Management Services . . 5. SCOPE OF WORK To achieve this goal, The Contractor will be required to work in multiple and complex system platforms to include mainframe and the Momentum financial systems. the Contractor will be required to perform oversight and analysis of various financial areas and represent OBO and DATA Act requirements in VA system modernization efforts. Additionally, the Contractor shall provide recommendations to streamline and/or improve financial processes, operations, and financial systems. The services within the scope of this requirement include the following task areas: DATA Act Support, Project Management Support, Financial Management and Analysis, Process Improvement, Financial Management modernization and transition support and Monthly Reporting Support. In addition, be able to provide the following information in your capability statements: 1. Demonstrated experience generating Government Treasury Adjusted Trial Balance System (GTAS) reports from Oracle and Hyperion financial management database structures. 2. Demonstrated knowledge on FMS (mainframe) and iFAMS (Momentum) database structure. 3. Experience in extracting obligation and payment data in FMS (mainframe) and iFAMS (Momentum) to support DATA Act reporting. 4. Ability to provide expert advice and recommendations on configuration changes on FMS (mainframe) and iFAMS (Momentum) and MinX to support emerging DATA Act requirements. 5. Ability to extract grants data from FMS (mainframe) and iFAMS (Momentum) to support Financial Assistance Broker (FABS) submission. 6. Expert knowledge on on-top Government Treasury Adjusted Trial Balance System (GTAS) adjustments and how to incorporate into appropriate DATA Act files. 7. Expert knowledge on Treasury Financial Management Manual (TFM) and DATA Act Information Model Schema (DAIMS) requirements. 8. Experience acting as DATA Act SME during implementation of new financial system implementation to ensure continuity of DATA Act reporting requirements and their compliance. 9. Experience extracting from disparate systems with different accounting classification structures (ACS) to generate consolidated DATA Act Reporting.
